BHEL Eyes West Asia Expansion Amid Signs of Stability

Union Heavy Industries Minister H D Kumaraswamy recently revealed that the state-owned engineering giant is closely following developments in countries like Iraq and Israel with a focus on infrastructure rebuilding. BHEL’s renewed interest in West Asia underscores India's readiness to support nations in post-conflict recovery while positioning itself as a strong player in global infrastructure development.

BHEL secured orders worth ?78,000 crore in FY24, its highest in history, marking a significant jump from ?23,548 crore in FY23 and ?11,470 crore in FY21. This extraordinary growth was driven by the power ministry's push to add 80 GW of coal-based power capacity by 2032. A strategic PSU designation would further bolster BHEL as a key player in India’s economic and industrial growth.
A Strong Global Presence
With a footprint in 91 countries across six continents, BHEL has firmly established itself as a global engineering and manufacturing leader. FY23 alone saw the company secure 62 export contracts, illustrating its increasing strength in international markets.
The Middle East holds particular significance for BHEL. Over the years, the company has completed 14 power projects in the region while also providing substation equipment and solutions for oil and gas projects. Among its notable achievements are a 26 MW gas turbine generator for the Oman Refinery and Petrochemical plant, along with a 2x42 MW gas turbine-based power project in the UAE.

Reviving Dormant Projects & Expanding Offerings
BHEL’s focus on West Asia is not new. One notable example is the Marib gas turbine project in Yemen, which has been on hold since 2015 due to the country’s ongoing civil war. A December 2024 parliamentary report encouraged BHEL to collaborate with the Ministry of External Affairs to assess the feasibility of reviving dormant projects in conflict-affected regions. Restarting these projects could unlock significant revenue streams and further bolster BHEL’s presence in the region.
Simultaneously, BHEL is diversifying its product offerings to cater to international markets. For example, in May 2024, the company partnered with Dubai-based HIMA Middle East FZE to provide railway signaling systems. This collaboration marks a significant step toward expanding its portfolio and strengthening its overseas business. Additionally, BHEL continues to see growing global demand for its core product segments, including motors, transformers, compressors, and valves.
Reducing Domestic Dependence
Although BHEL enjoys a dominant presence in India’s domestic market, its FY24 annual report reveals that exports account for just over 3% of its turnover. By expanding its footprint into international markets like West Asia, BHEL can diversify its revenue streams and reduce reliance on domestic demand.
