Bas Jan Ader drives his bike into the canal as if it is the right path. In the short movie you see him coming from the other side of the bridge and as he continues biking you think he will just go straight on but then he rides into the canal as if it were the most normal of actions. In this move he creates a third dimension in between mistake and intention.

In this paper we argue for ICT technologies to play a more prominent role in supporting the governance of our society. The Internet together with Web2.0 technologies such as social media have enabled a shift of power towards individuals in recent years, making governance of our societies increasingly difficult with our outdated government structures. We explore the vision of how a pervasively deployed Internet of Things together with recent advances in social signal processing and persuasive technologies can enable new ways of decentralized governance. We propose new principles for the operation of future ICT devices in order to support our vision and outline how emerging technologies can contribute towards the achievement of it. While doing so, we highlight key technological and societal challenges that need to be overcome.

Resilience

In January 2024, the influential PCAST group of advisors to the Whitehouse issued its second CPS focused report (first in 2021):? The January 2024 PCAST REPORT TO THE PRESIDENT: Strategy for Cyber-Physical Resilience: Fortifying Our Critical Infrastructure for a Digital World.??

This ambitious second report takes the view that the desirable approach to securing critical infrastructures nationwide is to treat it overall as one Cyber Physical System and proactively build-in resilience by developing stress-tests and other means of comprehensively reviewing and strengthening interconnectedness. A representation of the sequential evolution towards CPS:?

The report says to move away from defense to resilience as the focus. The entire report stresses a series of actions to fortify the resilience of critical infrastructure. Cyber-physical systems are at the core of the critical services that underpin our lives—our water, electricity, banking, communications, air traffic, maybe your home heating system or refrigerator, and much more. Cyber-physical systems are increasingly vulnerable to threats from nation states, terror groups, criminals, a range of natural disasters, as well as accidents and failures.

And mistakes as we all saw this week.

Ortega Y Gasset, the Spanish conservative thinker from early 1900, wrote in his Revolt of the Masses (1930):

“THERE is one fact which, whether for good or ill, is of utmost importance in the public life of Europe at the present moment. This fact is the accession of the masses to complete social power. As the masses, by definition, neither should nor can direct their own personal existence, and still less rule society in general, this fact means that actually Europe is suffering from the greatest crisis that can afflict peoples, nations, and civilisation. Such a crisis has occurred more than once in history. Its characteristics and its consequences are well known. So also is its name. It is called the rebellion of the masses. In order to understand this formidable fact, it is important from the start to avoid giving to the words “rebellion,” “masses,” and “social power” a meaning exclusively or primarily political. Public life is not solely political, but equally, and even primarily, intellectual, moral, economic, religious; it comprises all our collective habits, including our fashions both of dress and of amusement.

Perhaps the best line of approach to this historical phenomenon may be found by turning our attention to a visual experience, stressing one aspect of our epoch which is plain to our very eyes. This fact is quite simple to enunciate, though not so to analyze. I shall call it the fact of agglomeration, of “plenitude.” Towns are full of people, houses full of tenants, hotels full of guests, trains full of travelers, cafes full of customers, parks full of promenaders, consulting-rooms of famous doctors are full of patients, theaters full of spectators, and beaches full of bathers.

What previously was, in general, no problem, now begins to be an everyday one, namely, to find room.?That is all. Can there be any fact simpler, more patent, more constant in actual life?”?

Catching the era, the Zeitgeist, in one observation, plenitude. All and everything seemingly full. And the reason not being that there were more people, no, their attitude simply changed. Auras manifested, as in notice me, I am a client, a customer, a person to reckon with. How to catch our time in one observation??

Russell published Headmap Manifesto back in 1999.I remember him in my study in Ghent provoking me constantly to see if I really got the urgency and depth of what was being engineered. At some point around 2004 or 2005, he decided that he didn't want to be around what he saw coming, so he moved (or so I was told) to an Indonesian beach. He did not cross the Atlantic as Bas Jan Ader did but he managed to get lost as well.

If J.R. Buckminster Fulleren had seen the rise of mobile storages or computer networks, he would probably have chosen other words than "uncompromised", "unbiased", or "impersonal Problem solutions of the computers". Both of the named later innovations have led to the "attackability" of software, simply due to incomplete integration.
