To achieve this all you need to work towards making all the license issuing authorities equivalent and acceptable to one another. I never understood why DGCA lincense holder can’t certify the aircraft operating under EASA or FAA environment or vice versa. Every person involved in the maintenance around the globe undergoes same type training, refere same maintenance data to perform the job etc etc…..!! Once all the regulatory authorities are on the same page, pooling will automatically happen.
