Let me draw upon some recent experience with SMB sized firms - I'll suggest "Allocation" is biggest hurdle. Leadership - Acumen/vision - got it & check; Action - if presented a list, yep they can prioritize. Allocation is the "tar pit" as they see opportunity where they/firm can contribute - but overlook capacity of the firm to absorb change & execute.
