Our Attitude towards beggars

We often notice the physical condition of a beggar whenever they ask for help. The first question that comes to our mind is that if they are physically fit why don’t they work and earn their living? Everyone has adversities in their life but all of us are courageous to go and earn and live our lives. But rarely will any of us try to understand their situation, their side of the story, and what made them choose this lifestyle. While many view begging as a choice rooted in cowardice, it is essential to understand the complex circumstances that lead individuals to this lifestyle.

As members of society, it is our responsibility to uplift those who are weaker, as the essence of civilization lies in cooperation and support. While helping every beggar individually can be challenging, we can make a difference by aiding those we encounter in our daily lives. Assistance can come in many forms, such as offering old clothes, providing food, or creating employment opportunities. Small acts of kindness can collectively have a significant impact, fostering a community where everyone has the chance to live with dignity. By contributing in whatever way we can, we help build a more compassionate and inclusive society.

Statistics on the physical fitness and work capability of beggars reveal a diverse and complex population. A study conducted in India, one of the countries with a significant number of beggars, found that approximately 35-40% of beggars are physically fit and capable of work. However, due to various socio-economic barriers, they are unable to find employment. On the other hand, around 60-65% of beggars are disabled or otherwise not fit to work, facing severe physical or mental health issues that prevent them from securing stable jobs. These figures underscore the urgent need for targeted social interventions, including employment programs and healthcare services, to address the needs of both groups effectively.

Understanding the Psychology and Attitudes

Many beggars lack access to education, skills, and social support, which severely limits their employment opportunities. Their decision to beg is often a means of survival rather than a preference for an easier life. But the very attitude of the beggars to make a choice of living dependant on the goodwill of people is termed as cowardice by many considering them being fit to work. And when the members of the society give them money as goodwill, they are only encouraging that very attitude of the beggars which puts them even deeper into their comfort zone and eliminates the need to go and earn their living. Because everyone has their own problems, we constantly fight for ourselves we must move past those problems and overcome them and that is an act of courage. Let us try to understand this point of courage to earn a living, the approach to face the adversities that all of us playing the game of life come across and the easy way taken out which is often termed as cowardice by most of us. Because the primary definition of life itself is,

“Life is a unique set of choices made by an individual and their consequences.”

Case Study: Alpha, Bravo, and Charlie

Consider three individuals—Alpha, Bravo, and Charlie—facing identical hardships: they are physically fit, have lost their parents, and have no one to look after them. They lost their home and have no place to live. They also aren’t skilled or educated enough to be employed and only will be crushed in today’s competition for employment. They have zero capital and zero savings. To sum up they all have hit the rock-bottom of their life. The point here is to understand the different attitudes and approaches of Alpha, Bravo, and Charlie who are in absolutely the same situations.

- Alpha holds his spirit up and goes in search of a job, any available job whether at a tea stall, as a waiter, as a cleaner in a restaurant, or being a watchman in a society, but desperately looks for a job.

- Bravo loses hope, falls in with a group of beggars, and begins begging. Once he realizes the daily wage that can be earned by begging he starts drinking and developing bad habits and turns to petty crime.

- Charlie, being on rock bottom thinks that there is nothing in this world to hold on to as he has lost everything, overwhelmed by his situation, he decides to end his life.

The reality of the above case study is that we live in a society filled with people who are Alphas, Bravos, and Charlies as well. It illustrates the diverse attitudes and choices of individuals in similar situations. It underscores the need for societal support to help those like Bravo and Charlie find better paths.

Current Government Actions

The Indian government has been taking steps to address the issue of begging through various initiatives. Rehabilitation programs have been set up to provide shelter, food, and basic necessities to those in need, often including vocational training to help beggars acquire skills for employment. Shelter homes in many cities offer a safe place to stay and access to essential services like healthcare and meals. Awareness campaigns, run by both the government and NGOs, aim to educate the public about the challenges faced by beggars and encourage people to donate to organized charities instead of giving money directly. Some states have enacted anti-begging laws to reduce visible begging and direct individuals toward rehabilitation. Additionally, the government collaborates with NGOs that work directly with beggars, providing resources and support for rehabilitation and training programs.

Recommendations for Government Action

To tackle the issue more effectively, the government could enhance social security schemes to ensure a basic income, healthcare, education, and housing for vulnerable populations, including beggars. Expanding vocational training programs tailored to beggars’ needs can help them gain sustainable employment. Microfinance initiatives could enable beggars to start small businesses, fostering financial independence. Through a holistic and compassionate approach, the government can create a more inclusive society that empowers and supports beggars rather than marginalizing them.
