Swedish Gambling Authority Unveils B2B Permit Requirements?

On 7 December 2022, the SGA held an information meeting in Stockholm where the Authority revealed?some?long awaited details about the new B2B permit to industry stakeholders.?Nordic Gambling was attending the SGA event.?

The critical question is, who needs a B2B permit in Sweden??The SGA informed that it is those who?manufacture, supplies, installs, or modifies gambling software that will require a permit. As a starting point, the scope is very wide and the SGA made clear that it expects every legal entity in the supplier chain that does any of the above to apply for a permit even if it only manufactures or supplies part of the software. It is also important to note that?current B2C licence holders who perform?these?activities?will require a B2B permit.?The question of an umbrella permit or similar for groups of companies is something the SGA is still looking into and will issue more guidance on.?

The SGA shared a draft application form on screen.?It includes questions and light due diligence requirements on the applicant. Once the form is final, the SGA will publish it on the website together with a guidance.?Nordic Gambling has the draft form available in English for those interested.

Summary of the required B2B Licence

• A B2B permit?system will come into force in Sweden on 1 July 2023
• Permits will be valid for five years.
• The permit?fee will be 120,000 SEK, and there will be an annual supervisory fee (still to be determined).
• There will be no new technical requirements.
• Applicants from outside of the EU/EEA will require a local representative.

The intention is to open for?permit?applications?on?1?March 2023.?
