About Drone Prepared and AAM Prepared: AUVSI’s industry-driven Prepared initiatives seek to proactively help states and localities prepare for the benefits that uncrewed and autonomous flight will bring to their communities.
This Week’s Highlights: Two new measures regarding drones and/or AAM were introduced, nine had committee activity, ten had floor activity, and one had Governor activity.
- Alabama House Bill 176- This measure requires the state to take action on the future of Advanced Air Mobility. It passed the House Transportation, Utilities, and Infrastructure Committee.
- Connecticut Senate Bill 231- This measure creates a grant program to provide law enforcement with UAS. It was heard on February 29th in the Joint Committee on Public Safety and Security.
- Connecticut House Bill 5202- This measure incorporates vertiports into the current airport and heliport regulatory code, prohibits the operation of a UAS over private property under 250 feet, and prohibits the operation of UAS over and within 250 feet of critical infrastructure. It was heard in the Joint Committee on Transportation on February 26th.
- Florida Senate Bill 1362- This measure requires the Department of Transportation to address the need for Vertiports and Advanced Air Mobility planning. It passed the Fiscal Policy Committee.
- Hawaii Senate Bill 2194- This measure establishes felony offenses for the misuse of unmanned aerial systems. It was deferred by the Senate Judiciary Committee.
- Hawaii House Bill 1869- This measure is a companion to Senate Bill 2194. It passed the House Committee on Judiciary Hawaiian Affairs.
- Oklahoma House Bill 3672- This measure allows for the creation of a state-wide Advanced Air Mobility infrastructure plan. It passed the House Transportation Committee.
- Oklahoma Senate Bill 1912- This measure is a companion to House Bill 3672. It passed the Senate Aeronautics and Transportation Committee.
- Florida House Bill 7049- This measure reorganizes the Transportation Planning Commission and includes a twenty-year plan to include Advanced Air Mobility and Autonomous Vehicles. It passed the House.
- Florida House Bill 1301- This measure creates a grant program for funding the creation of vertiports. It passed the House.
- Florida Senate Bill 1420- This measure allows entities building vertiports to apply for funding. It passed the Senate.
- Florida House Bill 1425- This measure applies critical infrastructure Unmanned Aerial Systems restrictions to moderate. It passed the House.
- Florida Senate Bill 1532- This measure applies new definition of dam to critical infrastructure restrictions for Unmanned Aerial Systems. It passed the Senate.
- Hawaii House Bill 1959- This measure appropriates funds to establish a full-time position to assist the Aerospace coordinator. It passed the House.
- Hawaii Senate Bill 2310- This measure prohibits the use of a location tracker to harass, stalk, or perpetuate a crime, it includes UAS in the definition of location tracker. It passed the Senate.
- Indiana Senate Bill 189- This measure permits the use of an Unmanned Aerial System in the locating of a legally taken animal. It passed the House and the Senate concurred with the House amendments.
- Kentucky House Bill 45- This measure prohibits the use of Unmanned Aerial Systems to record privately owned property, with exceptions including for cargo delivery. It passed the house.
- Washington House Bill 2134- This measure appropriates funds for the creation of a state-wide Advanced Air Mobility plan. It passed the Senate.
- South Dakota Senate Bill 169- This measure establishes codifies federal preemption of airspace and allows drones to operate in that airspace. It was sent to the governor for signing on February 27th.
- March 7: Hawaii Crossover Deadline, Washington Adjourns
- March 8: Florida Adjourns, Wyoming Adjourns
