Attacks on Ukraine's energy infrastructure

Updated outlook & impacts during the cold season

As anticipated, Ukraine’s energy infrastructure continued to be targeted by Russia during the 2024–2025 cold season, including with combined missile and drone attacks across the country that resulted in blackouts being reintroduced.

The energy outlook in the remaining cold season towards April 2025 has improved, however, the US funding suspension adds additional setbacks for the resilience of the energy system.

Attacks and power outages remain highly likely and will continue to disrupt access to essential services.?This is a midterm update of the 2024–2025 cold season outlook and impacts published last September.
