?The Opportunity

WSDOT Southwest Region Traffic Management Center is currently seeking a Transportation Engineer 3 to serve as an Assistant Corridor Operations Engineer in Vancouver, WA. This is a senior level engineer position responsible for the real time operation of WSDOT and partner agency transportation systems. This position requires diversified and highly technical knowledge of advanced operations principles in Traffic Signals, Ramp Meters, Advanced Traffic Management (ATM) Systems, Variable Message Signs (VMS), Peak Use Shoulder Lanes, and Incident Response Teams.

?As the Assistant Corridor Operations Engineer, you will be the primary point of contact with field personnel and local agencies during a freeway or arterial emergency. This position uses highly technical knowledge to apply enhanced technology and operational strategies to maximize the efficient operation of these systems in a real time environment This position is crucial to actively operate the transportation network, utilizing both freeway management and traffic signal system tools, and will devise real time actions and plans for these systems based on observed field conditions.?The top candidate will be a safety-minded individual, with a high level of independent judgement and decision making.

?What to Expect

Core business hours for this position are Friday 5:00 am to 3:00 pm, Saturday and Sunday from 8:00 am, to 6:00 pm and Monday from 1:00 pm to 11:00 pm. Among the varied range of responsibilities held within this role, you will:

• Independently anaIyze reaI time transportation system performance of region arterial and highway systems.?
• Analyze, plan, implement, and direct others to apply system modifications to mitigate impacts due to abnormal traffic flows, special events, or incidents.?
• Manually adjust ramp meters either temporarily or via algorithm to meet real time system demands. Manually adjust traffic signal phasing and timing.
• Implement ramp and roadway closures, Active Traffic Management and lane control signage, and peak use shoulder.
• Direct Traffic Management Center staff to utilize Variable Message Signs, highway advisory radio, and Roads System to notify traveling public.?
• Direct support staff and prepares traffic analysis of existing systems to forecast operational effectiveness of future systems.?
• Program ramp meter, ATM, and data station settings and algorithms.?
• Create and review messaging plans for routine planned construction or roadway closures.
• Respond to constituent feedback on operational concerns verbally and in writing.?

?Qualifications

This is a Transportation Engineer 3 (TE3) position. However, the hiring manager reserves the right to fill the position at a lower level, (TE2 or TE1) depending on qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.

?At minimum, TE1 ($57,324?–?$77,028 annually) candidates are required to have:

• ?GED/High School Diploma?

?AND

• One (1) year of experience in Traffic Operations field analyzing and programming traffic system modifications and algorithms for traffic flow and control or comparable environment with similar logistic and operational goals.?

?At minimum, TE2 ($63,216 – $85,020) candidates are required to have:

• Two (2) years of experience as a?Transportation Engineer 1,?Transportation Technician 3,?Bridge Engineer 1, or equivalent.?

OR

• GED/High School Diploma?

AND

• Two (2) years of experience in Traffic Operations field analyzing and programming traffic system modifications and algorithms for traffic flow and control or comparable environment with similar logistic and operational goals.

?To be considered at the TE3 ($69,756 – $93,840) level, the following are required:

• Two (2) years of experience as a?Transportation Engineer 2?or equivalent such as?Bridge Engineer 2?or?Transportation Planning Specialist 2.?

OR

• GED/High School Diploma?

AND

• Three (3) years of experience in Traffic Operations field analyzing and programming traffic system modifications and algorithms for traffic flow and control, or comparable environment with similar logistic and operational goals.?

?The following are required at all levels:

• Experience interpreting transportation-related contract plans, specifications, design manuals, maintenance manuals, and other transportation related documents, or equivalent experience.
• Demonstrated ability to cultivate and practice collaborative partnerships with internal and external customers to support the accomplishment of agency goals.
• Demonstrated ability to produce innovative solutions and work situations; tries creative and unique ways to deal with complex transportation issues.
• Experience clearly conveying information and ideas through a variety of methods to individuals or groups in a manner that engages the audience and helps them understand and retain the information.
• Ability to respond to emergency situations in all weather conditions; 24 hours a day, seven days a week, alone or a part of a team as needed.?
• Must be able to pass a WSP/FBI background check.
• Must be able to report to work within one hour.?

It is?preferred?that qualified candidates also have:

• Two (2) years of experience working in a Traffic Management Center or comparable environment with similar registered and operational goals.?
• Bachelor of Science degree in Civil Engineering.
• Certification as an Engineer in Training (EIT).
• Demonstrated management and leadership experience within the field of technology.
• Experience managing and implementing rapid changes in technology.
• Experience effectively managing emergency situations.
• Demonstrated experience with traffic monitoring software and centralized signal software, including video server systems, variable messaging systems, ramp meters, weather and data stations.
• Two (2) years of experience in emergency operations center activation, with at least one (1) year acting in an Incident Command role or equivalent.?
