During his presentation titled “ARTA’s Path to Process Excellence,” Usec. Gerald Divinagracia outlined the Philippine government's ongoing initiatives to enhance efficiency and streamline business processes. Usec. Gerald highlighted that while significant strides have been made, there is still considerable work to be done to optimize government processes
Usec. Gerald addressed various challenges, such as the recent CrowdStrike incident and the COVID-19 pandemic, which exposed inefficiencies in government services, particularly in the National Capital Region. The pandemic underscored the urgent need for digital transformation and process improvement to support economic recovery and better public service delivery.
Usec. Gerald presented a 2022 survey conducted by the Management Association of the Philippines (MAP), which revealed that CIOs across the country believe that addressing corruption and simplifying business processes is crucial for attracting foreign direct investments (FDI). He also emphasized the importance of reengineering business processes before incorporating digital solutions, a principle supported by studies from PwC.
ARTA is focused on enforcing efficient service delivery by minimizing bureaucratic hurdles. This involves ensuring that government agencies comply with the Ease of Doing Business (EODB) Act and their Citizens Charters, which outline service standards and procedures. ARTA is committed to achieving high compliance with these standards.
Usec. Gerald also introduced the recently commissioned "E-Gov" system, designed to integrate services from multiple agencies into a unified online platform. This system, featuring modules like the Philippine Business Hub, aims to streamline business transactions and reduce processing times in line with international standards.
In conclusion, Usec. Gerald emphasized the importance of legal and regulatory reforms to support efficient service delivery. ARTA's approach involves reengineering processes and addressing legal constraints to improve government operations and foster a more business-friendly environment in the Philippines.
