How much calking does it take to fill all those gaps? That could be a metric. We know it takes a lot more when things are done in silos. Ideally, the big picture gets addressed from the start and a framework created in which components can be added within the schema. This is to enable growth without creating chaos.

I would also submit that this attitude needs to migrate into your preparations for handoff to dev. I can't tell you how many meetings I've been in because dev doesn't see a scenario/flow that should have been mapped out during the early planning phases.
