EXECUTIVE ORDER

PROTECTING CIVILIANS' INTELLECTUAL MERIT AND ENSURING FAIR OWNERSHIP OF IDEAS

By the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

SECTION 1. POLICY

It is the policy of the United States Government to:

1. Protect the intellectual merit and ownership of ideas generated by civilians

2. Ensure fair compensation for innovators and creators

3. Promote a culture of innovation and entrepreneurship

4. Prevent the exploitation of civilians' intellectual property by federal contractors and agencies

SECTION 2. DEFINITIONS

For the purposes of this Executive Order, the following definitions apply:
