Applying Testing Strategy for testing a Generator

So today I had an appointment where technician was supposed to come in and start my new generator as a final step in the process. So, I decided to apply a testing strategy to this process. :)
So, my first question was to a technician: "Do you have a test plan to conduct a final production acceptance testing?"
Technician replied "What test plan? What are you talking about?"
I was thinking for few seconds on how to explain to him in better terms what I really mean. So, I said: "Well this is the final step in the process and how will you make sure that generator will work when I have electric power outage?".
Technician replied, "I am being doing this work for last 14 years and I know what I am doing, you have a brand-new generator!!!".
I replied: "I am not doubting your expertise and I know it is a brand-new generator but how will I know that everything will work when I need this to work?".
Technician said, "We are going to start the engine first, take a look at this".
Technician tried to start the generator, but it won't start. He tried to knock on some tubes and pipes, and it still did not start. So, in my mind I said the first validation step of the final acceptance testing failed. The generator failed to start.
THIS IS A SHOWSTOPPER!!!
What could be the root cause?

I am a customer BUT I was NOT complaining yet.
I start brainstorming in my mind what could go wrong? Perhaps defective generator? Could be... but how to prove this case is100% correct? No idea why but I decided to ask technician a stupid question. I know that it is a gas generator, and it uses natural gas so I asked, "Are the gas pipes valve opened to send the gas into a generator?"
He looked at me silently and asked, "Are you an expert in this?". I said "NO, I have no clue anything about generators, but I do have a common sense and by the way I am a QAULITY EXPERT".
To make a story short, it was the case the gas line valve was closed, and it fixed the first problem. Generator has started. But my initial question was not answered now generator started but how will I know that it will start when I have a power outage?
So, technician said "Now we will shut down your electric power in your entire house and within 30 seconds your generator will start automatically". Here we go..... now we are talking about simulating the failure (power outage) the condition in order to test this properly, so we are TESTING by simulating a power outage :)
I replied to technician " You see what you are doing now is called TESTING and executing test scenarios and that's why I asked you if you have a test plan when you arrived" :)
I know he wanted to say, " SHUT UP SMART AS......" but he replied, "Yes I am testing it now, don't you see it?" :)
