How do you promote the importance of tech debt reduction when it's not visible or valued?

It should be visible. Visible doesn’t mean highlighting the number of tech debt cards, but highlighting the side effect of not addressing those. These could be delays in getting a feature out, frequent bugs being released, etc. Its also important to understand that 0 tech debt is not possible and should not be the aim. The debt should be viewed as a loan. Sometimes tech debt (loans) are required to achieve goals, release a feature, make money. But the longer you have the loan, and the later you start your repayments, the bigger the liability will be.
