China issues guidelines to ramp up green transition of economic and social development


On July 31, the CPC Central Committee and the State Council unveiled a set of guidelines to ramp up green transition in all areas of economic and social development. The guidelines have raised a raft of work tasks centered around five key areas with three major links. The 5 areas include establishing a green, low-carbon, and high-quality development paradigm, promoting the green and low-carbon transition in energy, transport, industrial sectors, and urban-rural development. The three links include upgrading the utilization efficiency of energy and resources, promoting green consumption and lifestyle, and fostering sci-tech innovations.

NDRC, MEE, and SAMR issue the “Action Plan for Further Strengthening the Construction of Carbon Peaking and Carbon Neutrality Standard and Measurement System (2024-2025)


On August 8, the NDRC, MEE, and SAMR issued the Action Plan for Further Strengthening the Construction of Carbon Peaking and Carbon Neutrality Standard and Measurement System (2024-2025). The action plan aims to enhance standard and measurement systems for carbon peaking and carbon neutrality. For standards, it plans to release 70 national standards by 2024, covering carbon accounting, carbon footprint, carbon reduction, energy efficiency and energy consumption, and CCUS. By 2025, it seeks to establish a three-in-one carbon emission accounting and evaluation system targeting enterprises, projects, and products, and launch carbon emission management standardization pilot projects in 100 enterprises and industrial parks. For measurement, it plans to develop 20 measurement standards and reference materials, conduct 25 key research projects on measurement technology, and formulate 50 national technical specifications on “dual carbon”.

SAMR (SAC) releases the GB/T 24067-2024 "Greenhouse gases—Carbon footprint of products—Requirements and guidelines for quantification"


The "Greenhouse gases—Carbon footprint of products—Requirements and guidelines for quantification" was released on August 23, 2024, and took effect on October 1, 2024. It was developed with reference to ISO 14067, which specifies principles, requirements, and guidelines for the quantification and reporting of the carbon footprint of a product (CFP). It establishes the foundation for unifying CFP accounting methods and fostering international exchange and mutual recognition. By addressing the absence of a general standard for domestic product carbon footprint accounting, this standard will guide the development of CFP standards for specific products across various sectors.

SCIO releases a white paper titled “China’s Energy Transition”


On August 29, China’s State Council Information Office held a press conference in Beijing and released a white paper titled “China’s Energy Transition”. It documented the country’s successful actions and historic achievements in this field over the past decade. China’s energy intensity has decreased steadily over the past decade, leading to energy savings equivalent to about 1.4 billion tons of standard coal and reducing CO? emissions by about 3 billion tons. China has become the world’s largest investor in energy transition.

WBCSD releases “Global Circularity Protocol for Business (GCP)”– Landscape Analysis of Circularity-related Corporate Performance & Accountability and Policy & Regulation


The GCP, spearheaded by WBCSD and One Planet Network (OPN), aims to create a global framework to guide companies in setting goals, measuring goals, reporting progress on resource efficiency and circularity, and providing comprehensive policy guidance to companies to accelerate the transition to circular business models and a regenerative economy. This report is the first in a series of GCP results, with subsequent reports scheduled to be released over the next 18 months.
