ANCA Policy Brief: Armenia’s Humanitarian Aid Mission to Syria
Armenia’s life-saving humanitarian mission to help Armenians and other at-risk Syrian civilians is hard at work, clearing mines, providing healthcare, restoring safety, and, more broadly, advancing the shared American and Armenian aim of inspiring hope among Christians and all vulnerable minorities that a secure, pluralist, and prosperous future is possible for the peoples of the region.
Armenia’s actions are consistent with humanitarian principles and fully in keeping with relevant international and domestic laws.
FACTS:
The Armenian humanitarian mission to Aleppo, Syria is a humanitarian deployment of doctors and de-miners to support and sustain a community devastated by war. The mission includes:
- A highly-trained team clearing unexploded ordnance and improvised explosive devices (IEDs) across Aleppo – in parks, playgrounds, schools, and other buildings – that represent a serious, ongoing threat to civilians, particularly in public lands and in areas adjacent to water sources.
- Mine-education teams educating children to avoid dangers connected to unexploded ordnance. At the request of the UN Mine Action Service (UNMAS) Syria Program, the Armenian humanitarian mission is distributing UN mine awareness brochures in communities and schools.
- Surgeons, gynecologists, dermatologists, and general physicians providing free medical services to the local population.
INTERNATIONAL HUMANITARIAN LAW:
Article 23 of Geneva Convention IV requires that all signatories allow the “free passage” of food, medicine, and other humanitarian supplies to civilian populations.
INTERNATIONAL CONCERNS:
Given the complex realities on the ground, the mission was coordinated with local authorities, relief agencies, international partners, and the Syria Armenian community. In light of U.S. and other international concerns, contact with Syrian authorities has been limited to arrangements for the Syrian military to destroy unexploded ordnance identified and collected by the Armenian mission. Cooperation with Russian authorities has been limited to logistics, primarily the air transport of the Armenian mission into Syria.
PRECEDENT:
The Armenian deployment is only the most recent humanitarian action by Armenians, in Armenia and worldwide, to help their compatriots.
- Throughout the course of the Syrian war, Armenian churches and community organizations worldwide raised awareness and collected relief funds for Armenians and all those suffering as a result of this conflict.
- Armenia, for its part, welcomed more than 25,000 refugees from Syria, sent nearly 170 tons of humanitarian aid to the Syrian people (of all backgrounds), and was alone in maintaining consular services in Aleppo throughout the conflict.
HISTORICAL CONTEXT:
The painful history of the Armenian Genocide forged a special relationship between the Armenian and Syrian peoples.
- The Armenians of Aleppo are largely descended from Armenian Genocide survivors who, a century ago, were forced by Turkey onto death marches through the Syrian Desert.
- The Syrian people welcomed Armenian Genocide survivors, playing a vital and deeply valued role in the resurrection of the Armenian nation.
- Armenians, in Armenia and worldwide, attach great importance to the role of Armenians in preserving the Middle East’s ethnic and religious diversity.
GEOPOLITICAL CONTEXT:
Armenia has emerged as a top per-capita contributor to global security, peacekeeping, and humanitarian missions.
- Armenia (a member of NATO’s Partnership for Peace) has contributed forces to deployments in countries ranging from Afghanistan (ISAF & Resolute Support Mission) and Iraq (Polish command) to Kosovo (KFOR), Lebanon (UNIFIL), and Mali (MINUSMA).
- In his September 2018 Armenian Independence Day message, President Trump thanked Armenia for its, “steadfast partnership on many fronts, including contributing to NATO operations and showing great generosity in welcoming Syrian refugees.”
- Celebrating Armenian Army Day in January of 2019, Deputy Assistant Secretary of Defense Laura Cooper shared the Pentagon’s “appreciation for the selfless contributions of the Armenian armed forces to international operations and peacekeeping missions.”

5 年I ACTUALLY VACATIONED IN ALEPPO, SYRIA. IT IS HISTORICALLY ONE OF THE GREAT SPOTS IN THE MIDDLE EAST. IT SHOULD BE SAVED FOR FUTURE GENERATIONS.

5 年We must respect and understand how US Policies influence the world for better. It is been this way for many years. I hope The Armenian efforts bear fruit with the approval of US Government. The US Foreign policy is the glue that keeps the world in piece. I truly believe Armenia is better off with USA than Putin's Russia. Unless Russia does an about-face in his behavior around the world, US policies are most reasonable and necessary for world peace. IN both WWI and WWII US Helped US and Russia not the other way around.
