Analytics - It is time to get analytical

Big data and analytics are here to stay. Several millions of people are beginning to join this revolution where suddenly they have the power of data to guide them, make predictions and take decisions. Yet, questions regarding what kind of data is better, when and how should we collect data etc still remain. As a data scientist, you are taught that it is not the data set, but asking the right question is the most important thing. But we still have to wonder that when we ask the right question do we have the data set for it? Or do we have to start from scratch? If so, when is a good time to start the analytics? Probably this will require an analytical model of analytics. Do anyone know of one? Please respond in the comments.
