This sounds like a great plan but not when people are not being educated or given great health care. Then on top of that we must teach how to take care of ourselves in many areas such as hygiene, dental care, nutrition and mental health. When all of these things are working against you it is extremely difficult for most people to find their way out. Especially when those that are being targeted daily just can't get a fair chance to move forward in any direction.
