FUNDING POINTS - ALTERNATIVE FUNDING FOR HOUSING – PART 9 – ODDS & ENDS
After exploring common sources of funding for housing and alternative sources of funding for housing, there still may be other funding that may fit a particular project, investor candidate or combine with other sources of funding.
PACE – Property Assessed Clean Energy Program - In many states or local governments, programs have been adopted that allow commercial housing financing that is paid back out of property taxes. If the new building or retrofit results in the building having improved energy efficiency above industry standards, then a portion of the total cost may be financed in this manner. Since the financing is paid through property taxes, it counts as equity when seeking construction or mortgage financing.
OZ – Opportunity Zones - In designated census zones across the United States, investors may make an investment that defers their payment of capital gains taxes and result in the taxpayer paying no taxes on appreciation of the property. There are all kinds of rules on what money may be invested, by whom, for how long in order to qualify for this special tax treatment. This funding works well with long-term rental projects that generate continuing cash flow taxed at ordinary rates while working towards a payday without taxes.
TIF? - Tax Increment Financing - In certain areas, the local government may provide assistance in funding in order to address economic blight. In these situations, the government borrow money from the public or funding institutions through sale of a bond. The government pays back the bond through the taxes on the difference between appraised value before construction/retrofit and after construction/retrofit. Check with the local government planning or economic development office to see if this is available.
Other Incentives - The local or state government may offer different incentives to encourage new housing or retrofit existing housing. These incentives may include tax waivers, tax rebates, or other cost reductions that lower the cost of the project, which may (1) increase profits and thereby attract equity investors and/or (2) improve the debt-to-equity ratio making the project bankable.
Low-Income Housing Tax Credits - The government offers tax credits for sale to pay down the cost of qualified housing projects by qualified builders. This is a form of subsidized housing that is complex and costly, resulting in its use by well-established housing programs for larger housing projects.
Partnerships with Non-Profit Housing Organizations - There are many organizations dedicated to affordable housing that are national, state, or locally based. It may be possible to work with these organizations where they acquire the funding and pay it as a fee for construction work.
Lists of Funding Sources - Local, state, and national organizations and government programs will provide lists of available funding sources for pre-development, development, construction, and property management.
Specialty Funding - There are very many funding sources for housing that are targeted at specific benefit groups such as housing, economically distressed communities, people recovering from addiction, the elderly, people with medical conditions, the arts, etc.
Searching for sources of funding should include keywords such as geographic area, state of development, type of funding, or inventive.
All sources of funding receive more requests than available money. To compete, a request has to precisely meet all funding requirements plus as many additional ‘factors’ that may influence selection.

In collaboration with a number of other experts, we are forming RCI Community Funds to provide funding to local communities that are facing economic distress. Through an adaptation of the Diversified Community Investment Fund model of the National Coalition for Community Capital, we plan to start and raise capital into a series of community funds for selected communities. We seek to revitalize, catalyze, and impact communities to achieve sufficient economic activity so that these communities can rebuild. We are seeking financial partners for seed funding, the establishment of our initial fund, strategic partners with programs that may serve as building blocks in a funded community, allies in our mission to promote our work, and communities that need revitalization. TUESDAY, JUNE 25, my guest on the Successful Funding show was Don Cohen – an expert on LinkedIn and community building. Don discussed the need to be ‘relevant’ to the audience with topics that are of shared interest to the targeted community. He explained how planning content and selection of guests contributed to the education, inspiration, and/or entertainment of the audience. He also pointed out that every guest has their own network or fan base. Selective invitation of guests creates a confluence of people that may join the community.

CAP – DAKIN CAPITAL’S AI AVATAR ON RAISING FUNDING
I am now field evaluating the Capital Coach, an artificial intelligence learning management system avatar (AILMSA) that I have trained on the topic of funding. Unique, non-public information about an individual or an organization cannot be obtained through a chatbot.
