The short answer is no.
There are many options when it comes to choosing a provider and software solution for managing payroll and HR - but they are NOT the same. Aside from cost and time savings, there are other topics often overlooked when switching or to a new payroll provider or making the decision to start outsourcing payroll.
Be sure to ask the following questions:
Can you get support when you need it?
Payroll questions and issues are important to solve quickly. Does the payroll provider provide access to LIVE payroll experts to answer questions or concerns without a delay? Or will you be placed in an endless queue in an automated system?
Payroll providers should be partners and provide a thorough understanding of what is involved in the payroll process - and provide guidance and resources to help navigate any changes.
What software do they utilize? Is it user-friendly for both you and your employees?
The provider must offer a solution that is easy to learn and implement. The solution must have an employee self-service interface so employees can have access to personal information, schedules, pay stubs, and more. The last thing you need is to spend more time managing this information.
Is sensitive data accessible, integrated, and secure?
Data should not be a burden to view and use - it should be accessible from a desktop AND mobile device. Security needs to be a priority when dealing with sensitive data. As an employer, you need to be confident that you can access the data you need through a user-friendly interface without sacrificing security measures.
The software should be able to be integrated with other HR functions and accounting software to avoid duplicate data entry, reducing time and errors.

Will the provider handle tax payments and filings? Will they help you stay compliant?
You must be certain that your payroll provider is staying abreast of changing state and federal compliance rules. They also must be able to process typical state and federal tax deductions and filings. Ask if the provider applies for tax IDs on your behalf.
What is the cost structure? Can they handle a growing business as well as a startup?
Many payroll providers are bundling solutions and end up forcing businesses to pay for more than they really need. Ask your provider if they offer a-la-carte solutions so you can add as you grow.
Can they customize reports and views?
Payroll and HR software isn't one-size-fits-all. If the payroll provider only offers an out of the box solution, it could be time to look elsewhere. You will need to customize reports and rules based on your company's policies and preferences.
It's not just about the cost.
