All Hands on Deck is certainly a fitting tagline for efforts to collaboratively plan for the use of ARPA funds.? As this article notes, communities do have time to be thoughtful about the process and to get the prioritizing and planning right – to address the impacts of the pandemic in a meaningful way, to make strategic and transformative investments.?In my humble opinion, local governments (as the primary recipients), should be the lead conveners in the collaborative planning process.?I’m very interested in hearing what specific steps different local governments are taking to engage residents, the business community, non-profits and other stakeholders in assembling their ARPA plans.
