Following the terrorist occupation of Afghanistan in August 2021 and counterterrorism operations in 2025, perhaps his vision can serve as a reference point for Stabilization, Security, Transition and Reconstruction operations in Afghanistan.
This is the 31 July 2011, archive of the National Coalition for Dialogue with the Tribes of Afghanistan.For the sake of historical record and solution oriented strategic planning, I am providing the following excerpts of a communication from Prince Ali Seraj of Afghanistan (November 2009):

I can put the tribes behind the NATO forces or next to them to fight the enemy.?All they need to do is to ask.. I am the President of National Coalition for Dialogue with the Tribes of Afghanistan.?The tribal elders will listen to me and they are eager to enter the fight.
Perhaps together we can convince the military brass that the tribal solution is the only solution.

A Tribal Solution is the only Solution
Note, in 2008, the new administration immediately began to destroy the top leadership levels in the Department of Defense and end any substantive solution oriented strategic progress in the country. This political policy focus was withdrawal of troops that devastated operations in both Iraq and Afghanistan.
7000 KIA represents the blood of American troops, and this number doesn't even touch the 22-44/day active duty/veteran suicide statistics, since 911.
Doomed to Fail from the Onset
I also need to share this from the top levels of the chain of command for NATO operations in Afghanistan:
During our occupation human rights were marginally respected but training and clarity of mission, solely lacking. I’m not too impressed with our gold standards , as of late. I was told on my first day in kabul - “don’t come in here all energized with the idea fairy…. It is al about your ass in your seat - billable hours. The Afghans do not have the capacity to understand what we are teaching them and none of the changes that occur while we are here will be abandoned as soon as we leave”. This is when I was told what “Afghan good enough” ment. It was the entire NTMA-CSTCA mantra.
Essentially the 3 star who told me that, described the mindset of the theatre-wide mission. The nation building excercise was doomed to fail for the onset.
Maybe it's time that we sit down and discuss these contradictions of human rights and legitimacy in training and advisory mission (Special Warfare Magazine, January 2013).
