Is Air Warming a Global Security Threat Issue?

The UN Security Council has not recognized Air Warming as a Global Security Issue. UK has brought the topic for consideration to the UNSC. Russia has opposed to it. It is just a Political Fact.
It is important to take into consideration that Russia is a high emitter of harmful gases to the atmosphere. So, there is an issue of economic impact to high emitters whether it is considered a global security threat. Yet, high emitters also suffer the consequences of negative environmental effects of Air Warming. An intensive debate is taking place at the UNSC, as expected.
"But Russia’s representative to the U.N. Vasily Nebenzya said the Council should not take on the work of other U.N. agencies that specialize in climate, “where this is dealt with by professionals.”".
So, I suppose he is referring to the World Meteorological Organization.
It looks like the Nexus (Climate vs. Threat to Global Security) is not sufficiently mastered yet. Not by the WMO as far as I know. WMO has focused on Climate, not on Climate as a Global Security Threat.
Will the UN Secretary General respond to Russia?. Looks like WMO might take some interest now on the subject of Decision Making about Climate.
