AI: What does Europe need to do?

“I believe we could not have created this company anywhere else,”? said HuggingFace’s French CEO to the US Congress.? Nothing better signifies Europe’s predicament in Artificial Intelligence.?
Ursula von der Leyen took over the presidency of the European Commission soon to be four years ago and announced that Artificial Intelligence was a prime focus for the new commission, with an ambition of ensuring Europe a place at the top internationally.? Yet, the gap to the US has arguably grown. If the proof is in the pudding, or, to rephrase, success is reaching the goal, then Van der Leyen has failed. Europe has failed.?
The main reason is that the Commission doesn’t have the right strategy and instruments for this.? It is, of course, possible to change Europe’s fortunes, but then the Commission needs to shift gear, shift strategy and shift instruments.??
