In the modern digital age, the concept of colonialism has evolved beyond traditional notions of territorial domination and resource extraction. The rise of artificial intelligence (AI) technology has prompted discussions on whether it represents a new form of colonialism, characterized by data exploitation, cultural dominance, and economic dependency.


What is Colonialism?

Colonialism historically refers to the practice of domination where one power exerts control over another territory or people. This often involves the establishment of colonies, subjugation of indigenous populations, and the extraction of resources. The colonizer imposes their culture, language, and governance systems, creating long-lasting impacts on the colonized regions.

Key Characteristics of Colonialism:

  • Control and Exploitation: A dominant power extracts resources and labor from a colonized area for its own benefit.
  • Subjugation: Indigenous populations are marginalized and deemed inferior.
  • Cultural Imposition: The colonizer's culture, language, and religion are often enforced upon the colonized.

2. Exploitation Colonialism

3. Surrogate Colonialism

A colonial power supports a settlement project where most settlers come from a different ethnic group than the ruling power.

  • British support for Protestant settlers in Ireland

4. Internal Colonialism

Refers to uneven power structures within a state, where one region or group exploits another. It can occur when control passes from the colonizing country to an immigrant population within a newly independent country.

  • Treatment of indigenous peoples within modern nation-states

5. National Colonialism

Combines elements of settler and internal colonialism, where nation-building and colonization are closely linked. The colonial regime attempts to remake the colonized peoples in their own cultural and political image.

  • Republic of China in Taiwan

6. Trade Colonialism

Focuses on controlling the trading relationships of the colony.

  • British trade coercion in China following the 1842 Opium War


AI as a Modern Parallel to Colonialism

The parallels between AI technology and colonialism can be seen in several key areas:

  1. Data and Resource Extraction: AI systems rely on vast amounts of data, often sourced from global populations without their explicit consent. This data becomes a valuable asset for tech companies, paralleling historical resource extraction.
  2. Centralization of Power: The development and control of AI technologies are concentrated in a few major tech companies and countries, creating a global imbalance of power.
  3. Exploitation of Labor: The AI industry often utilizes cheap labor from the Global South for tasks like data labeling, echoing exploitative labor practices of colonial times.
  4. Perpetuation of Inequalities: AI systems can reinforce existing social biases, leading to unequal outcomes and perpetuating systemic discrimination.
  5. Cultural and Intellectual Dominance: AI technologies developed primarily in Western contexts may impose Western values and norms, marginalizing other cultural perspectives.
  6. Economic Dependence: Developing countries may become reliant on AI technologies and infrastructures controlled by more technologically advanced nations, mirroring historical economic dependencies.


Arguments Against the Colonialism Analogy

While there are striking similarities, there are also significant differences and arguments against viewing AI as a new form of colonialism:

  • Technological Advancement and Global Benefits: AI has the potential to address global challenges and improve quality of life across the world, not just for a select few.
  • Economic Opportunities: AI can drive innovation and create job opportunities, particularly in developing countries.

  • Ethical and Regulatory Frameworks: Increasing emphasis on ethical AI development and regulation can help mitigate potential harms.


The Implications of AI Colonialism

1. Centralization of Power and Wealth

AI technology tends to centralize power and wealth in the hands of a few large tech companies and dominant countries, primarily the United States and China.

This creates a "winner-takes-all" dynamic, where those controlling AI capabilities gain disproportionate economic and political influence globally.

2. Data Extraction and Exploitation

Similar to traditional colonialism, AI systems extract vast amounts of data from populations worldwide.

This data becomes a valuable resource that enriches tech companies and countries controlling AI development, often at the expense of the communities providing the data.

3. Labor Exploitation

The AI industry often exploits cheap labor in the Global South for tasks such as data labeling.

This creates new forms of precarious work, mirroring historical colonial labor practices in a modern context.

4. Perpetuation of Inequalities

FRANKI TABOR, FRSA, my original positive comments where based on the fact there are fair points highlighted. As an example, the EU’s GDPR demonstrates that enhancing ethical standards requires tightening up regulations around data collection to ensure explicit consent. Balancing the global AI landscape may be achieved by promoting decentralised AI development through things like supporting AI4D in Africa. It is important to have fair labour practices – ones which guarantee that employees get paid fairly and work in ethical conditions – as they form the fundamental human rights observance – without which any society cannot be called democratic or otherwise in line with recognised international norms. One way of doing this is by inclusive AI development, which considers various cultural perspectives and engages local communities so that power imbalances that lead to cultural domination may not arise. Another way to ensure responsible AI systems is by adopting ethical AI frameworks. To ensure fair distribution of AI benefits worldwide, one needs to strengthen global collaboration and governance through international institutions which would also lead to equitable AI benefits distribution.
