He suggested that streamlining the permitting process for data centers could serve as a model for effective public-private collaboration to accelerate AI development. This aligns with recent calls from OpenAI, which has advocated for increased government funding for AI initiatives. The USCC, established by Congress in 2000, provides annual recommendations regarding U.S.-China relations, often advocating for a tough stance on economic and strategic competition. This year's report also included recommendations to repeal the de minimis trade exemption, which allows Chinese goods valued under $800 to enter the U.S. with minimal tariffs and inspections.

Concerns Over E-Commerce and Security

Commissioner Kimberly Glas highlighted the critical nature of eliminating the de minimis treatment for e-commerce goods, citing the overwhelming volume of packages—estimated at 4 million boxes per day—that complicates Customs and Border Protection's ability to monitor potentially dangerous products, including fentanyl-related substances. Glas remarked, "In the e-commerce environment, it has become a funnel for Chinese products to receive duty-free, no-scrutiny treatment."Despite bipartisan support for tightening regulations on de minimis shipments, cooperation has been challenging in the current election year, with the shipping industry and pro-trade groups lobbying against such measures, arguing they could disrupt e-commerce.


The USCC's proposal for a Manhattan Project-style initiative reflects a growing recognition of the need for a coordinated response to the challenges posed by China's advancements in AI. By fostering public-private partnerships and addressing regulatory loopholes, the U.S. aims to strengthen its position in the global technology landscape.
