House Armed Services Committee: CITI HEARING: MAN AND MACHINE: ARTIFICIAL INTELLIGENCE ON THE BATTLEFIELD
On July 18th, 2023, the House Armed Services Committee met for their hearing: CITI HEARING: MAN AND MACHINE: ARTIFICIAL INTELLIGENCE ON THE BATTLEFIELD.
The subtopics that were discussed ranged from military readiness and acceptance to slow processes of adopting AI technologies.
Two pieces of testimony that I would like to emphasize are those of Mr. Alexander Wang, Chief Executive Officer at Scale AI and Dr. Haniyeh Mahmoudian, Global AI Ethicist.
While each of their testimonies was slightly different, both of their testimonies answered three key questions:
House Small Business Committee: Subcommittee on Oversight, Investigations, and Regulations – “Burdensome Red Tape: Overregulation in Health Care and the Impact on Small Businesses”
On July 19th, 2023, the House Small Business Subcommittee on Oversight Investigations, and Regulations.
The subtopics that were discussed ranged from providing more affordable care to administrative burdens on patients.
Texas Tribune Festival Speakers Announced
From September 21st to September 23rd in Austin, the Texas Tribune is hosting TribFest, where movers and shakers of state public policy come together to discuss initiatives and ideas in the Lone Star State. Federal Legislation
There are a handful of bill updates and a few new pieces of legislation that were introduced this week, which is why there are more bills in this section than usual.
S. 1993, S. 1968 Update
In the Eighth Edition of the AI Healthcare Report, S. 1993 by Sen. Josh Hawley [R-MO] was mentioned. The subject of his bill is Science, Technology, and Communications.
In the Eighth Edition, an update for S. 1968 by Sen. Tommy Tuberville [R-AL] was almost mentioned. Sen. John Cornyn [R-TX] was named as the newest cosponsor of the legislation.
S. 2345- A bill to amend the Public Health Service Act to authorize the Director of the National Institutes of Health to make awards to outstanding scientists, including physician-scientists, to support researchers focusing on pediatric research, including basic, clinical, translational, or pediatric pharmacological research, and for other purposes.

On July 18th, 2023, S. 2345 was introduced in the U.S. Senate and was referred to the Senate Health, Education, Labor and Pensions Committee [HELP]. The purpose of the legislation is for the Director of the NIH to recognize healthcare research, which includes clinical and pharmacological. Since the bill is very new, no bill text has been released. However, I will be tracking this bill closely and provide frequent updates.

S. 2346- A bill to require the Secretary of Health and Human Services to develop a strategy for public health preparedness and response to artificial intelligence threats, and for other purposes.

On July 18th, 2023, S. 2346 was introduced in the U.S. Senate and was read twice and referred to the Senate Health, Education, Labor and Pensions Committee [HELP]. The purpose of the legislation is to develop a public health strategy from the threats of artificial intelligence. Since the bill is very new, no bill text has been released. However, I will be tracking this bill closely and provide frequent updates.
HR. 4704-To require the Assistant Secretary for Preparedness and Response shall conduct risk assessments and implement strategic initiatives or activities to address threats to public health and national security due to technical advancements in artificial intelligence or other emerging technology fields.

On July 18th, 2023, HR 4704 was introduced in the House of Representatives and was referred to the House Committee on Energy and Commerce. Similar to S.2346, the purpose of the legislation is to develop a public health strategy from the threats of technological advancements in artificial intelligence. Since the bill is very new, no bill text has been released. However, I will be tracking this bill closely and provide frequent updates.
HR. 4755 -To support research on privacy enhancing technologies and promote responsible data use, and for other purposes.

Cosponsor: Rep. Thomas Kean [R-NJ-07]
On July 19th, 2023, HR 4755 was introduced in the House of Representatives and was referred to the House Committee on Science, Space, and Technology. The bill aims to increase awareness and opportunities for research on technologies that emphasize privacy while maintaining responsible data. Since the bill is very new, no bill text has been released. However, I will be tracking this bill closely and provide frequent updates.
State Legislation
While no significant updates on bills from Austin, the apprenticeship program at Brazosport ISD (located 60 miles south of Houston) lets teachers earn a bachelor degree and a teacher's certification at no cost.
Apprentices that are in the program are paid from $19,000 to $30,000(depending on where they are in the program).
Brazosport ISD loses over 100 teachers each school year and has had a difficult time finding bilingual and special education teachers.
The article also quoted a study by the National Center for Teacher Residencies where 86% of teachers who go through programs, such as those at Brazosport are teaching at the same school after three years.
What I am reading
I am currently reading?Decision Points by former President George W. Bush. ?Regardless of your political affiliations, the book teaches those in leadership positions to not be afraid of making the right decision, even if it is not the popular viewpoint.
