Are Deepfakes legal?
Yes. It is legit. Deepfakes are generally legal, and law enforcement is doing nothing about them, and their main producers, despite the serious threats they pose, starting from identity deepfakes and deepfake accounts and ending with misinformation and political manipulation.
Today, deepfakes are only illegal if they violate existing laws such as child pornography, defamation or hate speech.

Their SENSELESS images range from simple to dizzyingly complex, from concrete to abstract, from cartoonish to photorealistic. They rely on “scraping“—mass harvesting of publicly accessible web data—which constitute illegal hacking. The existing image software programs should be shut down and their source code and data deleted.
Besides, the TT/Imitation Game is not any scientific/objective criterion and performance metric of machine intelligence. Otherwise, we need an infinite range of it:

Again, the AI art, text-to-image engines are based on neural networks software as if mimicking the architecture of a biological brain. Such NNs are made up of software nodes that signal each other in a probabilistic web of connections. They DON’T LEARN from experience by rewiring themselves just as organic brains do, reinforcing some connections and pruning others. These art programs are merely PROGRAMMED on big large data sets: millions of human-created artworks with text captions describing them, so to generate new image by associating keywords with characteristics of the training data.
Last, not least, the foundation of the today’s deep learning AI, artificial neural networks, is "neural" ONLY in the sense of been inspired by the brain and neuroscience, but they are hardly faithful models of biological, neural or cognitive phenomena.
In fact, many ANNs are merely traditional mathematical and/or statistical models, such as nonparametric pattern classifiers, clustering algorithms, nonlinear filters and statistical regression models, than they are any neurobiological models.
