???? EU AI Act Negotiations Move Forward Under Pressure

Trilogue negotiations for the EU Artificial Intelligence Act (AI Act) faced a roadblock when France and Germany pushed back on the regulatory approach fearing negative impacts on local AI companies.

The main sticking points in the negotiations include the governance structure of the AI Act, how to balance enforcement at national and EU levels, and remote biometric identification in public spaces by law enforcement. A key meeting planned for December 6th gives hope that these issues will be resolved.

It has also announced a 60-day public consultation period to discuss potential security strategies to combat data scraping.

The inquiry indicates a broader trend across the EU, where there's a growing emphasis on stringent AI privacy compliance. This impacts companies, particularly those operating in or established in Italy, altering their approach to data collection and the development of AI technologies.


???? UK Introduces Draft AI Bill

The Artificial Intelligence (Regulation) Bill was introduced into the UK Parliament’s House of Lords in late November. It focuses on two main areas: establishing a UK-wide AI Authority to coordinate AI regulation and review relevant legislation; and imposing obligations on the UK Secretary of State to create regulations concerning AI, including transparency and informed consent.

It's currently in the early stages of the legislative process. This bill marks a significant step in the UK's approach to regulating AI and aims to provide a centralized framework for AI regulation.?

The California Privacy Protection Agency is drafting new regulations to cover broad areas like consumer notification of automated decision-making technology (ADMT) use, the right to opt-out, and risk assessments for ADMT.

These regulations are designed to enhance consumer protection and transparency in the use of AI, particularly in areas like employee monitoring and surveillance. The newly introduced AI Research, Innovation, and Accountability Act proposes federal enforceable standards for testing high-risk AI systems, transparency reports for high-impact AI systems, and sector-specific regulation recommendations. It also aims to provide consumers with clear distinctions between human and AI-generated content.

This bill, in its early legislative stages, represents a fresh U.S. federal effort to regulate AI, potentially leading to new accountability and safeguard approaches for businesses.
