Ahmed Ouerfelli talks about anticorruption policies on Tounesna

Ahmed Ouerfelli was hosted by Abdellatif Ben Heddia, with Judge Mohamed Ayadi, Ahmed Soueb (former judge) and Walid Belhaj Amor (IACE). While taking the floor, Ahmed Ouerfelli mentioned certain key aspects, such as the factors for the delays in reforms relating to anticorruption measures, and also the horizontal measures helping reduce corruption, mainly the four main factors: complexity (number of procedures, time needed for each procedure), cost of the procedure (including taxation), the discretionary power of the civil servants and lack of transparency.
Ahmed Ouerfelli considered that an important effort was made on the legislative level, before and mainly after 2011, but highlighted the huge difficulties in transforming those reforms into a concrete relatity. He also pointed out the multipilcation of institutions involved in the anticorruption process, which created a certain confusion and uncertainty on the share of roles and the methodology.
