The culture comes from your company's behaviors and systems... You don't have to fight with your culture. It brings resistance. If you want to change your behaviors, you have to touch all stakeholders who are effecting by it. You have to listen and try to fix their problems. But the culture cannot change fastly, you have to work on it step by step.
