Adapting to Change: Sharper Focus for ADB’s Strategy 2030

ADB has sharpened its focus on five strategic priorities. This is in response to the region's immense challenges and to maintain momentum to achieve its vision of a prosperous, inclusive, resilient, and sustainable Asia and Pacific region. The five strategic priorities are:

  • Climate action, with an ambitious $100 billion target for climate finance by 2030, accounting for 50% of total commitments?
  • Private sector development, with a goal of $13 billion in private financing by 2030, including $4.5 billion in direct private capital mobilization, and ensuring 40% of sovereign operations support private sector-enabling environments?
  • Regional cooperation and public goods, aiming for 30% of operations to foster transboundary integration by 2030?
  • Digital transformation, highlighted through new commitments to governance frameworks for artificial intelligence, digitalization of public service delivery, and investments in digital infrastructure?
  • Resilience and empowerment, aiming for 75% of ADB's operations to contribute to poverty reduction and inclusion by 2030?

These five strategic focus areas were determined as the region was recovering from the COVID-19 pandemic and facing greater challenges, including geopolitical volatility and a worsening climate crisis that have disrupted global progress and widened inequalities.

With the Sustainable Development Goals falling behind, and countries facing increasingly complex challenges, ADB took stock of its role as the region's multilateral development bank through a midterm review of its Strategy 2030, ADB’s long-term plan to address key development challenges.

This issue of ADB's Partnerships newsletter features stories on how ADB’s partnerships have been instrumental in advancing these five focus areas, laying the foundation for more impactful, meaningful, and sustainable changes in the coming years.


Climate Action: Building a Greener Future

?Pushing for Energy Efficiency in India

Energy efficiency will help India reduce its annual carbon dioxide emissions. Supported by the Clean Technology Fund and Global Environment Facility, ADB is working with Energy Efficiency Services Limited, a public sector energy service company, to expand energy efficiency investments in the country.

Cutting Emissions with Green Housing Finance

ADB and partners are helping Kazakhstan integrate green technologies into housing projects.? A project with the Kazakhstan Housing Company will incorporate green technologies and?establish more sustainable green construction and mortgage finance mechanisms.

Private Sector Development: Driving Blue and Green Innovations

Longer Lifespans for Plastics, Healthier Oceans

Extending the life span of plastics by recycling them for further use will help reduce plastic waste, especially those that leak into oceans. A cofinanced private sector project in Indonesia will establish a recycling facility that would offset up to 30,500 tons of carbon dioxide used otherwise with virgin plastics.

Southeast Asia's Biggest Wind Power Plant

The Monsoon Wind Power Company is building a wind power plant in the Lao PDR. ADB, multilateral organizations, and private sector partners are cofinancing what is poised to become the largest wind power facility in Southeast Asia.

Regional Cooperation and Public Goods: Solutions for Shared Challenges

Creating Climate-Ready Regional Health Systems

From 2015 to 2020, ADB pioneered a regional technical assistance project, funded by the Nordic Development Fund, to help countries in the Greater Mekong Subregion better understand the link between climate change and human health and explore ways to enhance health system capacities to respond to climate-induced health threats.

Harvesting the Silver Dividend

Since many people in Asia are living longer, ADB and Japan are working together to help the region benefit from the silver dividend. They are seeking deeper insights into the conditions of older people to guide policies to help them live healthy, meaningful, and productive lives.

Digital Transformation: Unlocking Growth through Technology

Mapping Better Growth for Armenia

With ADB-managed grants from the High-Level Technology Fund and the Republic of Korea e-Asia and Knowledge Partnership Fund, Armenia is establishing the foundation for efficient data management designed to encourage investments, enhance transparency and e-government capacity, and spur economic growth.

Georgia’s water utility is getting a makeover and fostering a more gender-responsive work environment. ADB, France, and Japan are supporting water supply and sanitation sector reforms and promoting women’s participation and leadership in the sector.
