Duty Location:? Edwards AFB, California

The Air Force Operational Test and Evaluation Center’s (AFOTEC) Detachment 5, is responsible to test, evaluate and report on the operational capabilities and supportability of the Air Force's newest platforms and modernization efforts for all bomber, C2ISR (manned/unmanned), mobility, trainer, and vertical lift aircraft and their supporting systems.

AFOTEC Det 5 is currently seeking a full-time Non-Supervisory General Engineer to serve as an OT&E Senior Engineer, AFOTEC Det 5 at Edwards AFB, CA. This is an NH-0801-III position which has a typical 2023 salary range of $95,905 - $148,255, (w/Los Angeles locality).

Mission/Skills:

The primary purpose of this position is to serve as an OT&E Senior Engineer, conducting engineering and analysis efforts for the Air Force Operational Test Center, while serving as a technical expert supporting and advising program test directors and division leadership. Ensures technical adequacy of all aspects of test planning, execution, data management and analysis, and reporting in support of assigned programs.

Range of DUTIES:

·???? Performs a broad range of multidisciplinary professional scientific and/or engineering work to manage test and evaluation (T&E) efforts for assigned programs.

·???? Develops metrics and interprets analysis and results to ascertain needed changes or modifications to test and evaluation programs. Provides significant and innovative recommendations for advancing programs and/or oversees changes in methods or materials directed by changes in requirements, technological advances, or shortcomings in design and/or performance.

·???? Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations. ·???? Participates in planning conferences, prepares management reports, and conducts technical presentations for planning, implementation, and corrective action. Develops and maintains effective working relationships with all associated personnel.

SKILLS:

·???? Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to test and evaluation of USAF and Joint aircraft systems.

·???? Strong background in a broad range of engineering and test & evaluation disciplines, concepts, principles, and practices to include knowledge of models, simulations, data instrumentation, and analytical methods as they relate to the testing of military aircraft.

·???? Knowledge of the principles of system engineering and program management to ensure system requirements, interfaces, capabilities, and program factors are considered in planning, monitoring, and reviewing tests and test results.

·???? Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

·???? Ability to execute projects and/or studies within established financial and/or time constraints; to gather, assemble, analyze facts, form conclusions, devise and recommend solutions to problems; and work in a professional manner with peers, management, contractors, academia, and other agencies.

·???? Per 14 Feb 2022 SAF/AQR Memo “Education Requirements for Professional Engineering job series” A professional engineering degree at the bachelor’s level from an ABET accredited institution is required. A master's degree in a related area is highly desirable.

·???? Employee must be able to obtain and maintain a Top-Secret w/SCI security clearance and approval to access Special Access Programs.

·???? Employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Test and Evaluation category “Practitioner” level certification within the required timeframe after appointment.
