ACOs & eCQM Quality Reporting

Medicare ACOs have several options for quality reporting in 2023 and 2024. The critical step is deciding which option fits your ACO participants.
Selecting the eCQM reporting option means all ACO participants can generate a Quality Reporting Document Architecture (QRDA) file from ONC certified technology.
QRDA files can be used in the eCQM and MIPS CQM reporting. For example, if all ACO participants are not able to extract a QRDA file, then MIPS CQM or Medicare CQM would be options. Participating providers that can generate a QRDA file may still do so for MIPS CQM or Medicare CQM options.
However, ACOs are required to deduplicate and aggregate their QRDA files for reporting to Medicare. Currently qualified registries indicating supporting eCQM reporting may aggregate QRDA files, however the 2024 proposed physician fee schedule rule puts forth certification requirements for registries and other vendors:

One or more vendors may meet the requirements if (1)-(3) above, such as a certified electronic health record technology (CEHRT) meeting (1) and a registry meeting (2) and (3).
