STATEMENT GIVEN IN THE SPECIAL STATE PROSECUTOR’S OFFICE

“I spoke about operational data, as I did in the Parliament. I expect the Special State Prosecutor’s Office to carry out actions within its jurisdiction, to investigate and determine whether what was said is true or false, and based on that to come to certain conclusions," Abazovi? said.

The Prime Minister in the technical mandate, Dritan Abazovi?, said that in the Special State Prosecutor's Office, he had explained the cigarette smuggling scheme and told journalists that whenever necessary, he would give a statement about the encrypted phone he had used.

"I had to show the road map of cigarette smuggling in Montenegro, to show the scheme. I spoke about operational data, as I did in Parliament. I expect the Special State Prosecutor’s Office to carry out actions within its jurisdiction, to investigate and determine whether what was said is true or false, and based on that to come to certain conclusions," Abazovi? said.

Abazovi? came to the building (Special State Prosecutor’s Office) around nine o'clock, where he allegedly handed over the prepared documentation to the prosecutors and presented the cigarette smuggling scheme in Montenegro, the method of related persons and companies, which he had previously spoken about in the Parliament.

In an interview with Vijesti on Friday, September 2, Abazovi? announced that he would submit documents and the method in which it was being done, stating that the Prosecution had some of that evidence before but that nothing had been done.

Abazovi? spoke about this in the Parliament on August 19 during the vote of confidence.

Having given a statement in the Special State Prosecutor’s Office, Abazovi? told journalists that "we all know" that cigarette smuggling had been taking the largest share of organized crime in Montenegro for decades.

"My thesis is that by destroying cigarette smuggling and this type of organized crime, the pyramid of cocaine smuggling and the influence of certain political structures on the protection of criminals in Montenegro is also being destroyed. This is a connected process. I am pleased. It remains to be seen what we can do, it is a complicated matter, and prosecutors need information and notifications," he said.

He pointed out that he spoke about specific names in front of the Prosecutor and expanded the list, but he did not want to reveal who it was in front of the journalists.

The Prime Minister also said he was satisfied because cigarette smuggling was now discussed in the institutions.

"Of course, I mentioned the specific names. I spoke about specific names in the Parliament as well. Now I've expanded the list a bit. I wouldn't say publicly who it is, they're not unknown names, but I was talking about the names of companies and people," he said.

Asked to comment on the response he read "human imagination can do anything" from the company "Bemaks" after he connected it with cigarette smuggling in the Parliament, he said that Montenegro can do things differently than before.

He claims that people who are linked to smuggling can also be connected to the murder of the editor-in-chief of the newspaper "Dan", Du?ko Jovanovi?, but that he did not speak about this before the Special Prosecutor.

"I spoke specifically about what I have learned in the past two years and mostly concentrated on the period of the last three or four years, but I assert what I have already said, which is my political and civil position - I think that people who are associated with cigarettes smuggling in Montenegro, permanently, who were not mentioned by name and surname, (except a few), can be connected with the murder of Du?ko Jovanovi?. This is why the Government should have fallen, and this is why the campaign against Dritan Abazovi? is being conducted. They are well aware of it. They are not concerned with the percentages of the URA Civic Movement. They are concerned that the hand of justice will reach them at some point, in this or that government, and they are aware of that," said the Prime Minister.

He said that the state would do everything it could to ensure the safety of Chief Special Prosecutor Vladimir Novovi? and his family.

"Mr Novovi? has only one task - to continue as he started and to be determined in implementing the law, to create a discontinuity concerning the former Chief Special Prosecutor who protected the mafia," Abazovi? said.

He accused the former Chief Special Prosecutor, Milivoj Katni?, of giving the M portal transcripts "downloaded" from the secret surveillance which the members of the organized criminal group "?kaljari" were under.

"They gave it to them, without a doubt. Only two institutions have it in their possession - the Police Administration and the Special State Prosecutor’s Office. Given that I have confidence in Police Administration, I don't think they gave it to them. We have already mentioned it," Abazovi? said, adding that "it doesn't matter if someone wants to investigate it".

He added that "what M portal publishes and what Pobjeda, CdM, Analitika and Dra?ko ?uranovi? and those people do... everything is connected to this and to these people I spoke about in the Special State Prosecutor's Office ".

"I can’t claim with absolute certainty that it was not the Police Administration, but it is clear. In the end, he said that Zoran Lazovi? and Milivoje Katni? were each for himself, while simultaneously making a trio with people connected to Bemaks," he said.

Asked to comment on the photo published in Pobjeda, with him and a member of the organized criminal group "?kaljari" Bojan Lopi?i? in it, he said that it was most likely taken a year or a year and a half ago because he had not been to Sicily for a long time, but that he did not even know who the person who had approached him was.

"They have a campaign against me intended for a very low IQ. There might be some people who believe them. Firstly, I don't know who the person is, secondly, the photo was taken a year or year and a half ago. I haven't been to Sicily in a long time. Thirdly, I am approached daily by about fifty or a hundred people who come to take pictures, tourists, from Podgorica. I meet them on the Bojana, in bars.... I have never turned anyone down. I don't have Google glasses to be able to recognize the name and surname of a certain person who approaches me. And what they are trying now is because they were caught as protectors of a clan, specifically the Kava?ki clan, and instantly they changed their tactics and said - let's now connect the Prime Minister with another clan. To connect me with the ?kaljarski clan? Well, it was us who broke up the ?kaljarski clan in the course of the last two years. And the Budva group as well", Abazovi? said.

He also said it was the same story with Russia, Serbia, and terrorists... and that they mention that when they have nothing else to say.

He also said he "had talked about the analysts from the Podgorica hotel", adding that he ws ready whenever necessary to make a statement about the encrypted phone he owns.

Answering the questions about why he did not tell the prosecutors about the information he had earlier, he said that it was him the one who should have been informed by those in charge of combating organized crime.

"Their task was to inform me... When I gathered enough material to make the next step, I made the next step," he said.

He confirmed that he had given several examples that point to the smuggling of cigarettes, one of which is related to the former Chief Special Prosecutor.

"This example is not Bemaks, but it is in the scheme with Bemaks", he said.

He said that he would disclose to the public anything as required, adding that he had tried to work with Milivoj Katni?, but that he had immediately seen that the Chief Special Prosecutor at the time didn’t want to work.

He said that only one message had been exchanged with one person working in the public administration with the encrypted phone, and it had never been used again. He added that he would make a statement about it in the Prosecutor's Office if necessary.

Abazovi? said that he “had connected” the smuggling of narcotics with the smuggling of cigarettes.

"I said some things that are logical." I said that the dismissal of the Chief Special Prosecutor had been awaited to prosecute Petar Lazovi?, the son of Zoran Lazovi?. He is the godfather of Milivoj Katni?. All of them together are a team from the Podgorica Hotel. He said that even now, there were people in the Government who would not work in the fight against organized crime, mentioning the Minister of Defence, Ra?ko Konjevi?.

"Why isn't a session of the Bureau for Operational Coordination led by Ra?ko Konjevi? convened? Every day he mentions Serbia, (Aleksandar) Vu?i?, Russia, the Serbian Orthodox Church (SPC), and the Chetniks. Has he mentioned the word corruption and organized crime? A political task of these people is to protect him", Abazovi? added.

I am in favour of ?urovi? remaining the president of the Parliament

When asked if he believed in the agreement of the old parliamentary majority and if Danijela ?urovi? would remain the President of the Parliament, Abazovi? said that dialogue should be given a chance.

"I'm in favour of her staying. I am glad the Agreement was signed because we proposed it in 2019. In Montenegro, parties and individuals should cooperate. Refreshment and change is a good thing to have there", said Abazovi?.

He said that individuals from the previous parliamentary majority were politically responsible for the destabilization of Montenegro in order to have increase the percentage, but the GP URA was not interested in political percentages.

"We are interested in tightening the ring around certain people in Montenegro who have caused much harm to the country. When that is resolved, you will see how easy it will be for different political subjects to agree on the Government, the new leadership of the Assembly", Abazovi? said, adding that he did not know whether, while he had been in the SDT building, an initiative for a meeting of representatives of the parliamentary majority had arrived, but that the national interests of Montenegro would guide URA during the agreement.
