  • In order to further speed track Financial Inclusion in the country, Two Working Groups were constituted by RBI on MicroATM standards and Central Infrastructure & Connectivity for Aadhaar based financial inclusion transactions with members representing RBI, Unique Identification Authority of India, NPCI, Institute for Development and Research in Banking Technology and some special invitees representing banks and research institutions.
  • The working group on MicroATM standards & Central Infrastructure & Connectivity has submitted its report to RBI. As a part of the working group it was proposed to conduct a Lab level Proof of concept (PoC), integrating the authentication & encryption standards of UIDAI, to test the efficacy of MicroATM standards and transactions using Aadhaar before they are put to actual use. The PoC was successfully demonstrated at various venues.
  • AePS is a bank led model which allows online interoperable financial inclusion transaction at PoS (MicroATM) through the Business correspondent of any bank using the Aadhaar authentication.AePS allows you to do six types of transactions.
  • The only inputs required for a customer to do a transaction under this scenario are:-

  • Bank Name

  • Aadhaar Number

  • Biometrics captured during enrolment

What is Aadhaar Enabled Payment System (AePS)?

The Aadhar Enabled Payment System (AePS) enables individuals to use their biometrics to withdraw cash or make payments from an Aadhar-linked account, thus saving time by eliminating the need to visit an ATM or bank.

How does AePS work?

AePS permits bank customers to use their Aadhaar for identification to access their Aadhaar-enabled bank account. With AePS, customers can conduct various banking transactions, including cash withdrawal, balance inquiry, mini statement, and Aadhaar to Aadhaar fund transfer. These services are facilitated through Business Correspondents (BC), authorised bank agents equipped with MicroATMs.

What is a Business Correspondent?

According to the NPCI, a Business Correspondent (BC) is an authorised bank agent who offers basic banking services using a MicroATM (terminal) to any bank customer who wants to use their BC service.

What services are offered by AePS?

Banking Services Offered by AePS

  • Cash Deposit
  • Cash Withdrawal
  • Balance Enquiry
  • Mini Statement
  • Aadhaar to Aadhaar Fund Transfer
  • Authentication
  • BHIM Aadhaar Pay

Other Services offered by AePS:

  • eKYC
  • Best Finger detection

What do you need to avail AePS services?

To avail AePS services, customers must fulfil the following requirements:

a. The customer must have a bank account with a bank participating in AePS.

b. Their Aadhaar should be linked to their bank account.

c. Transactions must be completed using their biometric authentication only.

?

What if there's an error during the transaction?

If the customer enters the wrong Aadhaar number or chooses a bank where they don't have an Aadhaar-linked account, the transaction will be declined with a response message. It's important for the customer to select the correct bank where they want to perform the transaction. If the customer has multiple accounts with the selected bank, only the primary account will be debited, and they cannot select the bank account during the transaction.

It is likely that transaction has failed. The refund will go back to the customer A/C but it might take 5 days. If the amount is not credited back within 5 days, same can be raised with bank they hold the account.

The customer can raise a dispute/compliant through call centre @155299, alternatively can choose any assisted / self-service IPPB channels for the same.

The customer can raise a dispute/compliant with the bank they hold the account. Bank will further raise it with the concerned bank via NPCI’s Dispute Management System.

?

Is carrying the Aadhaar card mandatory?

Carrying the Aadhaar card is not necessary, but linking the Aadhaar number with the bank account is essential for the transaction to be processed successfully.

How will customers know if their transaction is successful?

The transaction status will primarily be available on the m-ATM. Additionally, the customer will receive an SMS from IPPB and their bank if they are registered for mobile alerts.

Are there any charges associated with AePS services?

There will be no transactional charges for customers availing the services at any access points or doorstep. However, a doorstep service charge will be applicable to the customer based on prevailing fees.

Are there any limits on AePS transactions?

IPPB, as the acquirer bank, does not impose any limits on AePS transactions for customers of other banks. However, the issuing bank determines these limits based on customer profiles and risk management practices. The NPCI has set a maximum transaction amount of Rs. 10,000 for a single AePS financial transaction.

All will be without any cost to the customer, but the Merchant or BC may get charged or paid based on bank ‘s discretion.

?

What happens if a customer enters an incorrect Aadhaar Number or chooses a Bank where he doesn’t have an account?

If the customer enters incorrect Aadhaar number/ selects an incorrect bank where he/ she does not have an Aadhaar linked bank account, the transaction will decline with an appropriate response message. Further, as a customer may link his/ her Aadhaar with multiple banks, customer should select the correct bank, from where he wishes to perform transaction. In case, customer has more than one account with the selected bank then only the primary account will be debited, and customer cannot make a selection of bank account at the time of transaction.

Customer has multiple accounts linked to his/her Aadhaar number in his/her bank. How can he/she specify the account number from which the transaction needs to be done?

If customer has multiple account within the same Bank linked to Aadhaar, AEPS services will work with only the primary account associated with the Aadhaar. Customers need to get in touch with his/her bank to specify/change the primary account linking.

Since the accounts are held with different (multiple) Banks, Customer will have a choice to select the Bank name in the AEPS app from where the transaction needs to be done.
