As is, the 90's show is a reboot of That 70's Show - and so probably won't work as-is.
This new show is set in the year 1995 - fifteen years after the old 70's show ended.
Why not use events and celebrities of 1990's - and also have a new basic plot???
The old TV show ended in 2006 = eleven years before this new show is to premiere.

That 90’s Show; a new and recurring character; ‘Barry’; story and comments;
I need Eric and Donna Forman, plus, if possible, Michael and Jackie Kelso – to live in Chicago in 1995+
There, they meet a man while playing basketball; a guy named Barry.
Barry is a nice guy... (and really good at basketball)
He helps Donna to have a 2nd career as a creative writer, and helps Eric & Donnas’ daughter be able to afford - and, in 3 years, to have enough class credits be accepted into - college.
They all encourage Barry to go into Government service – as an elected representative - to help more than he can as a college professor or youth advocate.
Barry is hesitant to enter politics, since: (1) Politics is ‘messy’; (2) He’s African-American – and, in 1995, blacks have trouble – even in Chicago – getting elected. (3) Even if in office, the nature of Government is that real change is difficult, and takes time to happen.
Everyone only calls this guy: "Barry" - no last name is used; at the end of season one, you briefly meet his wife Michelle... Gee... I wonder where Barry (and Michelle) will be in the year 2008?
Discussion: The original 70’s Show had very few minority characters. Hyde’s real father, and the father’s daughter were the only recurring African American actors.
Fez was a minority, but he was usually the butt of jokes.
I have the new character of Barry as a positive role model for everyone. The existing characters recognize this, and encourage him to enter politics.
I would have Fez [or a new similar character] become a positive role model; he could use indigenous wisdom to help people.

Eric loves science fiction; he helps to create a new museum exhibit on the science of Star Wars - and Star Trek:

Milena Markovna: She's about the same age as Eric's daughter (14 or 15); Mila and her family recently immigrated to Chicago from Ukraine, USSR. The family is Jewish, and was subject to prejudice in personal and business affairs; that's why they left Russia.
Yes, she has a Russian accent. Well, Fez had some sort of Hispanic accent, right?
Yes, her character speaking would be a great way to compare, contrast and criticize America; our Imperialism, capitalism, and culture – as well as educating the American centric Midwest characters on the show about world affairs.
Example: They all thought that Ukraine (in 1995) was still part of the USSR. (well, it's a good guess, since they just split back in 1991)

Maxwell Acee Donovan (he/him;?Gabby Duran & The Unsittables) as Nate. The polar opposite of his little sister, Gwen. Nate takes life as it comes, usually with a big open smile. He lets the gang ride in his van because there’s always something fun on the other side of the drive. He loves his family, his girlfriend, and Garth Brooks.
Reyn Doi (he/him;?Barb and Star Go-To Vista Del Mar, Side Hustle, Drama Club) as Ozzie. Everyone loves them some Ozzie. He’s insightful, sarcastic, and has perspective beyond his years. Ozzie is gay and impatient with the world for not being as accepting as his friends.
Sam Morelos (she/her) as Nikki. Nikki is focused, smart, and driven. From the outside, you could easily see her becoming a doctor or a lawyer. But inside, she has more rebellion than a frustrated debutante and her boyfriend Nate can scratch that itch.
As I mentioned earlier, the?That 90s Show?teens will be joining returning veterans, Kurtwood Smith and Debra Jo Rupp as Red and Kitty Forman.
