  • Last week both the House and Senate filed their major property tax relief bills. The House bill,?HB 2 by Rep. Morgan Meyer (R—Dallas),?seeks to reduce school property taxes and cap appraisal growth at 5 percent. The Senate Bill,?SB 3 by Sen. Paul Bettencourt (R—Houston), would raise the homestead exemption from $40,000 to $70,000. Each chamber is now off to the races making the case for their way of approaching property tax relief.

  • Speaker Phelan released the second round of his Top 20 priorities for the session. This round of priorities is “aimed at defending the state’s economic growth over the past two years and creating an opportunity for even more development as population continues to expand at a rapid pace,” and includes a long-anticipated replacement for the defunct property tax abatement incentive program known as Chapter 313.

  • Around the Capitol, the House State Affairs Committee held its first hearing of the session and focused on the grid. The Texas Education Agency is on the brink of taking over a Houston ISD high school. And this week, we expect a flurry of last-minute bill filing as the March 10 bill filing deadline approaches. Friday will also mark the informal deadline for submitting riders to the General Appropriations Act in the House.
