8000+ Connections - Can Anyone Help?

I often receive business requests for advice from LI colleagues and I try to assist as much as possible. Yesterday, I received an unique email that I could not ignore. I looked up his profile and he appears to be a legitimate publisher on LI. Can anyone help him? I I believe in the strength of LI and beBee network. Let us put people to work that want to work. Here is the email that I received from him:
"Hola,
I got your name off my LinkedIn contacts. If you don't really know me that well or would prefer not to read this e-mail, just delete it. Pretty simple equation off the bat right there!
The deal: got laid off in November '15. (No worries, it happens to many of us.) Spent a few months around the holidays feeling sorry for myself. Tried a few full-time options in January '16, didn't get them. Began doing freelance. Mostly writing, editing, social media, marketing, SEO. That kind of stuff. Been doing that since late January and enjoy it. I like the freedom, but the stability is a bit tough here and there.
I am not e-mailing you to hit you up for a full-time job. I currently live in north Texas and fully realize that if you don't live there, you probably wouldn't know anything anyway. (Double negative, fun.)
I'm e-mailing to see if you might know someone -- individual, company, entrepreneur, whoever -- who might use my services on a part-time, pay-per-project basis. A target-hitter. That's it."

I agree with your post. How unique, helping people find a job through sharing and networking! Hey, maybe we could take this idea and create a website that actually can help others like this. Oh wait, isn't this what LinkedIn was created for? Too bad it isn't working. This is one of the things LinkedIn was meant for, but it just doesn't happen. There's no engagement. The are networking groups that have in person networking events, but they are in Downtown Chicago. After working for 1 1/2 years downtown, I don't want to work there again, much less have to take public transportation and go there during rush hour. I'm going to join beBee and have hopes that the site might actually be engaging and encourage people from all over to network long distance so when someone that is from a different area needs to find a job, connections that live in the area of the jobseeker can reach out with suggestions or possible opportunities they may know of. If Facebook has engagement and interaction , a professional networking site can do the same. Problem is the word "Professional" does invoke visions of college graduates with degrees, upper class people, engineers, doctors, or IT gurus. It doesn't attract many working class people because they feel intimidated. This is the main reason I hesitated joining LinkIn back in 2009. After all, I'm an Accounts Payable Specialist, not a CPA. Anyway, I don't live in Texas so I can't be much help for the guy that wrote you with job opportunities. The way I can help is to share your post and encourage others to do the same. It's kind of like what people in dog rescues do to find a person that just might be looking for a specific dog the rescue or shelter has that will adopt them. It's not that difficult people, just share and network and this guy might find a job. Too bad LinkedIn is failing miserably at doing this.
