6/26/17-Entry #164-Regional Water Planning- By 2005 California water planning efforts focused on local and regional projects and water management strategies developed by local entities. Work on the Yuba County Integrated Regional Water Management Plan, or IRWMP, began. DWR’s IRWM story began in 2002 with the passage of Senate Bill 1672 by the California Legislature, the Regional Water Management Planning Act. The Act allowed for cities, counties, water districts, community groups, and other stakeholders to work together, organize, and establish Regional Water Management Groups (RWMGs) to develop IRWMPs. Throughout California these RWMGs cover 48 regions, 87 percent of the state’s area, and 99 percent of its population. 

YCWA and other water management entities within Yuba County including the City of Marysville, released the initial Yuba County IRWMP in 2008 which addressed issues related to surface and groundwater, flood protection and management, water conservation and recycling, groundwater protection, conjunctive management of surface and groundwater resources, water quality, recreation, environmental enhancement and other water management strategies. BVID has actively participated in the Yuba County IRWMP the past ten years.

NOTE: I’d say that BVID has been “the leader” in water development and policy north of Sacramento since the late 1800’s, albeit in a local regional scale. The birth of Collins Lake (1963) pre-dates Lake Oroville.
