In my opinion this is the most important thing that's often overlooked.
Who do you want to talk to? You might ask yourself, "who is my ideal customer?" or "who would benefit from knowing about my product or service?" Most people new to advertising will say "everyone is a potential customer", this may be the case for a small number of businesses, however, generally this simply isn't the case.
Once you figure out who you're trying to reach with your message it will be easier to come up with a strategy for doing just that.
Set a budget.
Set aside a budget that you are happy to invest for reaching your marketing objectives, plan your budgets based on your current/projected revenue, BUT “When opportunity presents itself, don't be afraid to go after it.”
Don't let your budgetary plans dictate the overall strategy.
