The 2025–2027 New Canada Immigration Levels Plan

The new immigration levels plan for 2025–2027 was announced today by the Immigration, Refugees, and Citizenship Canada (IRCC) minister. All of the official categories for new permanent residents and temporary residents are listed in this article.

Canadian Prime Minister Justin Trudeau and Immigration Minister Marc Miller have made the following official announcement.

The following policies from the 2025–2027

  • Immigration Levels Plan are the main emphasis of the permanent resident targets: Converting more temporary residents who are currently employed or enrolled in school in Canada to permanent residents.
  • These residents are educated, talented, and well-integrated into Canadian society; they will account for almost 40% of all admissions of permanent residents in 2025. Since they are already established with housing and jobs, they will continue to support the workers and economy without adding to the burden on our social services.
  • Concentrating on long-term economic expansion and important labor market segments including trade and health. By 2027, admissions in the economic class for permanent residents will account for 61.7% of all admissions.
  • Boosting the economic well-being of Francophone communities outside of Quebec
  • Francophone immigration will account for 8.5% and 9.5% of the total admission targets for permanent residents in 2025 and 2026, respectively.




The targets for temporary residents who were first introduced in Canadian history are listed below.

The number of new employees and students coming to Canada will be recorded by TR targets:

  • Arrivals of students correspond with the previously disclosed.
  • Arrivals of workers are those covered under the Temporary Foreign Worker Program (TFWP) International Mobility Program.

Therefore, the following categories are included in the TR stock but not in the TR targets:

  • Extensions of work or study permits or status changes from within Canada (since we would be counting a person's status more than once). The outflows account for this.
  • Temporary employees who come and go from Canada in the same year (because they are not included in our year-end population count).
  • We are unable to regulate the number of asylum claimants who are seeking protection in Canada since they are legally entitled to have their claims evaluated, unlike other programs.
