2025, Looking Ahead to 2026
We’re kicking off 2025, a year that presents one of the biggest challenges for urgent road transport. The European Union’s Mobility Package has been introducing significant changes, and here’s what’s coming within the next year:
?
Mandatory second-generation smart tachograph for light vehicles:
Starting in 2026, vans over 2.5 tons conducting international transport will need to be equipped with the second-generation smart tachograph, involving additional requirements in terms of driving and rest times, as well as the use of the tachograph itself.
Return to the country of registration:
Vehicles engaged in international transport must return to the country where they are registered at least every eight weeks. This measure aims to prevent the creation of “letterbox companies” and ensure fair competition within the sector.
Increase in weight and load inspections:
Inspections related to vehicle weight and proper load distribution will intensify, with stricter penalties for non-compliance.

Regulation of worker postings:
Specific rules will be implemented to ensure fair working conditions, including the obligation for drivers to return to their home country every three to four weeks. Additionally, requirements will be established to ensure drivers receive appropriate wages according to the regulations of the countries they operate in.
Weekly rest periods:
Under certain conditions, two consecutive reduced weekly rest periods will be allowed, provided that over a four-week period, at least four weekly rest periods are taken, two of which must be regular (minimum 45 hours).
?Normal weekly rest:
Drivers will no longer be allowed to take their normal weekly rest (over 45 hours) in the vehicle cabin. Companies must cover the costs of suitable accommodation for these rest periods.
?
It is crucial for road transport companies to prepare for these changes by adapting their operations and ensuring compliance with the new regulations to avoid penalties and optimize competitiveness in the European market. At HTG Express, 2025 stands as a significant challenge to continue adapting to upcoming changes while maintaining our essence and business model.
