2024 ACA State Reporting Requirements

1. California

  • California does require ALEs and self-insured employers to file 1094-C and 1095-C forms for California residents. The March 31, 2024 deadline for electronic filing is consistent with previous years' patterns.

2. Massachusetts

  • Reporting Requirement: Employers must file the Health Insurance Responsibility Disclosure (HIRD) form with the state. Employers must also provide Form MA 1099-HC to individuals and file it with the Massachusetts Department of Revenue by January 31, 2024
  • Who Needs to Report: Employers with six or more employees.
  • 2024 Deadline: The HIRD form must be completed annually by December 15, 2024.

3. New Jersey

  • Reporting Requirement: Employers are required to submit 1095-C forms to the New Jersey Division of Taxation.
  • Who Needs to Report: ALEs and self-insured employers covering New Jersey residents.
  • 2024 Deadline: April 2nd, 2024 (for electronic filing).

4. Rhode Island

  • Reporting Requirement: Similar to the IRS, employers must report forms 1095-C to the Rhode Island Division of Taxation.
  • Who Needs to Report: ALEs and self-insured employers with Rhode Island residents.
  • 2024 Deadline: April 1, 2024.

5. Vermont

  • Reporting Requirement: While Vermont does not have an individual mandate, they require employers to report healthcare coverage data to assess coverage rates in the state.
  • Who Needs to Report: Self-insured employers covering Vermont residents.
  • 2024 Deadline: Coincides with IRS deadlines.

6. Washington, D.C.

  • Reporting Requirement: Employers must file 1095-C forms with the D.C. Office of Tax and Revenue.
  • Who Needs to Report: ALEs and self-insured employers with employees in Washington, D.C.
  • 2024 Deadline: April 30, 2024.
