2023 Priorities for Truck Transportation

Orlando, Fla.—One big question is what will it take for trucking to navigate the shifting terrain for emissions regulations and equipment? The economy, emissions regulations and a legal battle over truck-only tolls will have the trucking industry’s attention in 2023.

During the American Trucking Associations annual conference, last October, leaders had the opportunity to share their insights as well as their expectations for 2023. According to ATA leaders when is doing great, they invest heavily in growth, but the past two years have been challenging in terms of limited capacity, in both human capital as well as Original Equipment Manufacturer (OEM) trucks and trailers.

Regarding the emissions regulations, industry leaders report to be fully aligned with wanting to do the right thing, however, mandates and moonshots are a different story where not everyone feels onboard. Leaders emphasize in their ability to work with their OEM’s to build EV’s that can go 500 miles, but infrastructure is required to be able to charge it on the very tactical level, and right now we are not there yet to make it fully viable in the immediate future.

In terms of goals for this year, a few things to keep an eye on are clearly:

Lawsuit abuse —States like Texas, Montana,?West Virginia,?Louisiana?and?Missouri passed lawsuit abuse reforms. In Louisiana, rampant lawsuit abuse attracted the attention of the Federal Bureau of Investigation, as?organized crime rings staged dozens of accidents?with unwitting tractor-trailers as a pretext to sue them in court. The trucking industry says targeted reforms like these will help remove the incentives that drive abusive lawsuits and fuel a spike in nuclear verdicts.

EV timeline— Transition to battery electric and fuel-cell automobiles and commercial vehicles (including heavy duty trucks) in the US now appears inevitable. The the projected pace of that change is now faster than any other change of similar magnitude in the history of the US motor vehicle industry.?

Speed limiters— The Federal Motor Carrier Safety Administration (FMCSA) plans to unveil its final proposal regarding commercial motor vehicle speed limiters this year 2023. The newest proposal garnered around 15,000 comments in its initial reveal on the Federal Register as part of a supplemental notice of proposed rulemaking. The Federal Motor Carrier Safety Administration is pursuing a constructive, data-driven approach to the issue of truck speed limiters in its latest proposal.

Job training—The challenging labor environment is pushing trucking firms to get more creative in recruiting. Some are even trying to attract new drivers from non-CDL talent pools. Government initiatives to boost the number of truck drivers, include efforts to encourage new apprenticeship programs and recruit more women and veterans. Many companies already offer basic training for employees and being an approved entry-level driver trainer could help attract new talent.?
