Global Philanthopy Project has just released the 2019–2020 Global Resources Report: Government & Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities (2022).


This is the most comprehensive report to date on the state of global funding for lesbian, gay, bisexual, transgender, and intersex (LGBTI) issues. This report documents data on over 15,800 grants awarded by 499 foundations, intermediary NGOs, and corporations and by 17 donor governments and multilateral agencies over the two-year period of 2019–2020.

Building on three previous editions, and now documenting a combined 8 years, this biennial report provides detailed data on the distribution of LGBTI funding by geography, issue, strategy, population focus, and donor type.

Key findings:

  1. This new edition documents a total of $576 million, showing that global LGBTI funding grew by 3%, or over $16 million (USD) compared to the previous report.
  2. Over 6,000 grantees around the world received grants for their efforts to support LGBTI communities in 2019 and 2020, an increase of 38 percent.
  3. While LGBTI funding has increased over time, it maintains a scarce percentage of overall global funding. LGBTI global funding represented less than 35 cents of every $100 in overall foundation funding, and less than 4 cents of every $100 in government international development assistance.
  4. Funding to anti-LGBTI groups is also vastly larger than funding to the global LGBTI movement. For example, just one organization – the Christian Broadcast Network, which was founded in 1960 by the notoriously homophobic Pat Robertson and continues global advocacy against LGBTI human rights – reported expenses of over $622 million in 2019 and 2020. In comparison, the entire global LGBTI movement received a total of $576 million during the same years.
  5. Funding focused on the United States overshadows all other regions, representing 57 percent of the global total in 2019-2020. Global Philanthropy Project was established in 2009 to advocate for increased funding to the Global South and East, in recognition of this ongoing global funding inequity, and continues to mobilize grantmakers to address these funding gaps.
  6. When funding focused on the United States is included, Gilead Sciences was identified as the top LGBTI funder in 2019-2020. Noting that the top 10 funders accounted for 30 percent of all LGBTI global funding, advocates celebrate the top funders while urging the need to increase and diversify sources of support for LGBTI communities.
  7. Over 70 foundations based outside of the United States and three donor governments were included for the first time in this edition.

“We released the last edition of this report in May 2020, sharing it into an emerging pandemic that we knew would hit worldwide LGBTI communities hard,” said Matthew Hart, Director of Global Philanthropy Project. “In the past two years, we have also witnessed a series of humanitarian crises causing forced migration with specific impacts and vulnerabilities for LGBTI communities. And if that wasn't enough, those who oppose LGBTI human rights have leveraged the crises we all face to escalate their attacks. LGBTI communities face urgent conditions, and grantmakers must mobilize together to financially resource the movements that can meet those needs.”
