McDonald's Theory: suggest the worst possible scenario to get the best possible suggestions.

Q: Where should we go to eat?
A: Let's go to McDonald's
Reply: I don't know - I was thinking (all kinds of suggestions come in)

As applied to web projects:

Q: What framework and CMS should we use?
A: I don't know, I was thinking we could publish the whole thing in Flash.
Reply: Maybe we should look at open source or dot net (suddenly all kinds of suggestions pour in)
