Romans 13 and submission to civil government

Many “Christians” quote Romans 13.1a in support of their position that a believer is instructed by the Bible to submit to civil government in all things. Some say the only exception is that the believer does not have to submit to a civil government order not to preach salvation. Does the entirety of Romans 13 support that position? What about the entire Bible?

Consider Romans 13.1b: “For there is no power but of God: the powers that be are ordained of God. Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.”

What about Romans 13.3-4 which obviously lays out the God given jurisdiction of civil government? “For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.”

What about Romans 13.8-13? What about all the obvious examples in Scripture which record actions of men and women who defied civil government and were commended, some rewarded, by God for doing so?
