Embracing representation in education is seen as not just a commitment but also a cornerstone for academic growth and excellence. In the same vein, the University Grants Commission (UGC) has recently released a set of draft guidelines that aim to reinforce the implementation of a reservation policy in Higher Education Institutions (HEIs). In terms of applicability, The draft guidelines are applicable to Central Universities, Deemed-to-be-Universities, and other Autonomous bodies/Institutions under the Government of India's control.?

The draft guidelines outline reservations for appointments to the posts of Assistant Professor, Associate Professor, and Professors. The quantum includes 15% for Scheduled Castes, 7.5% for Scheduled Tribes, and 27% for Other Backward Classes in direct recruitment. Moreover, universities are empowered with the flexibility to relax experience qualifications for candidates from SC/ST/OBC categories. Additionally, there is a 10% reservation for economically weaker sections (gross family income below Rs. 8 lakh). A verification process for caste identity is outlined, emphasizing the significance of authentic documentation.?

In the realm of admissions, universities are to apply reservation policies for SC/ST/OBC/EWS categories in various programs, including PhD initiatives. To extend inclusivity beyond academics, the guidelines also touch upon housing accommodation reservations, ensuring fair representation and a supportive living environment for SC and ST students/staff.

While de-reservation is allowed in exceptional cases, stringent protocols ensure that this is only considered when no qualified candidates from the reserved category are available, aligning with the broader ethos of fairness and equal opportunity.
