10 Children killed in fire at Jhansi Hospital NICU

It is pathetic and no words will console the unfortunate parents. As usual the authorities will try to find out a scapegoat responsible for the incidents. Poor doctors or others who own the hospitals will be victimised instead of finding out the root cause for these unfortunate incidents.

In my opinion the government is responsible for these continuous accidents in hospitals or schools or special multi storied buildings, whose building permission are not enough to avoid the fire accidents. Strict implementation of legislation of providing passive fire protection in tandem with active fire protection will minimise these accidents. These application are already inforce in USA, Europe and advanced countries.

The objective of passive fire protection is to protect the lives of the inmates in the buildings, to resist the expansion of fire and smoke for minimum 2 hours (Preferable 4 hours in India), to activate the active fire protections such as fire engines since other two fire protection fail i.e emulsifire system based on the sensors, Hydrant system based on the reservoir water with fire pump (No body keeps the reservoir with sufficient water).

At least now the government to pass the legislation as special buildings if not all to provide passive fire protection and active fire protection.

Passive Fire Protection : (To hold the fire within the fire zone module and restrict the fire and smoke expansion)

  • Fire resistant buildings with modular zone sections with walls, ceilings & floors.
  • Fire doors, Windows.
  • Fire resistant HVAC ducts with wall sealers.
  • FRLS Cabling

Active Fire Protection : (To extinguish the fire)

  • Emulsifire system with sensors
  • Hydrant system with realistic reservoir water, engine driven pumps pressure maintaining jockey pumps.
  • Fire engine located near about say reachable in 30 minutes and preparations 30 minutes to extinguish the fire within the time zone of passive fire protection.

Other Precautions :

  • Use only certified fire resistant insulated cables.
  • Use fire resistant paints.
  • Modularise the fire zones with proper design of fire exits.
  • Keeping fire masks within the reachable distance to the inmates.
  • Minimise the flammable furniture.
  • Locate gas / foam based fire extinguishers.
